“I can’t remain silent, even though the inspectors asked them to “not surrender”… S*x! 20 thousand bucks as a direct bribe to the head of DIAM from the developer, for putting into operation an UNFINISHED apartment building on Kastelivka St. - Akademika A. Sakharova St. with the demolition of the existing building in Lviv,” writes activist Viktor Hleba. This is despite the fact that the fencing has not yet been removed, and construction work is still ongoing.

According to activists, the money was transferred “upwards” through a fake activist, lawyer, member of the Confederation, friend and assistant to Deputy Minister Natalia Viktorivna Kozlovska – Olga Olehivna Danchuk.

Danchuk is connected to Kozlovska through her Lviv friend Vita Pavliv, who previously worked at the State Anti-Corruption Bureau in Lviv and is now an employee of Kozlovska's ministry. Vita Pavliv is connected to Danchuk through shares in the joint venture LLC "Garbudzakhid".

Incident history.
During the inspection of the above-mentioned construction site by the chief inspectors of the DIAM department, Rostyslav Kostivy and Marta Pidkivka, a number of violations were discovered.

Oleksandr Novitsky, the head of DIAM, took up the problem after a very intense phone call from Olga Danchuk, who was also at the scene in a state of severe alcohol intoxication. Danchuk plucked up the courage and ordered the building inspectors to tell them which defects they should not record under any circumstances, threatening them with contact with Novitsky and the possible future dismissal of the inspectors on her personal instructions. And so it was. Interestingly, Marta Pidkivka is 100% an accomplice of Danchuk and travels to all the objects of the “lawyer-decision maker”.
After this call, Novytsky personally instructed her to contact Danchuk and remain calm. Since Novytsky was not satisfied with the results of the inspection, which indicated violations of norms and laws, he ordered a re-inspection, which was a personal invention and violated the provisions of the current legislation, namely, “the procedure for commissioning completed construction facilities for the purpose of obtaining unlawful benefits.”.
The first deputy director of DIAM, Iryna Gioane, a close associate of Olga Danchuk, took on the task of solving the problem.
On the instructions of the director of DIAM Novitsky, the chief inspector of the department carrying out licensing and registration work, Svitlana Vadimovna Babych (protégé of the director Novitsky), who was noticed in violation of the norms of current legislation and in committing illegal actions, such as issuing certificates of readiness and providing false testimony to the pre-trial investigation bodies. Having problems with law enforcement agencies, she registered an unfinished building on Kastelivka-Akademichna Street and issued a certificate of readiness for operation with the simultaneous demolition of the existing building.
Svitlana Babych personally instructed inspectors Kostov and Pidkivka to remove the remarks from their acts, and also demanded that the photo report be falsified. After signing the act of acceptance and transfer, Olga Danchuk came to Oleksandr Novytskyi and handed him $20,000 as a token of gratitude for his help.
Of these “$20,” the most interesting is the amount that Novitsky allocated to Svitlana Babych, who, by signing the act of acceptance and transfer, assumed full criminal responsibility.
This assistant's meetings with lower-level Ministry of Regional Development officials were monitored by activists. In particular, the inspectors' body cameras recorded their conversations with her.
The records show that the act of acceptance into operation of the completed facility was issued on the instructions of the head of DIAM, Oleksandr Valeriyovych Novytsky. In other words, this indicates that the apartments on Kastelivka St. - Akademika Sakharova St. were ordered together with the demolition of the existing building (Avalon Prime Residential Complex), with numerous violations of the State Building Code, the law, and the State Technical Standards.
It is also known that during the transfer of money, Olga Danchuk demanded that Novytsky dismiss the inspectors, just as the head of DIAM in Lviv was dismissed in order to put Ilnytska in this chair, which was convenient for her and Gione.
All of these conversations were recorded on the inspectors' body cameras. It remains to be hoped that Viktor Hleba will release this video as well.
External opinion.
It will be interesting to see how Semen Kryvonos, who was tagged in the Facebook post but has since removed the tag, will behave. After all, it was Kryvonos who lobbied for the appointment of Novytsky and Gioane as anti-corruption activists and experts in urban planning.

Kozlovskaya's reaction is a foregone conclusion. Natalia Viktorovna will now make every effort to have Novitsky fired, as he is too incompetent to make a living by fulfilling orders.
