According to the activists, the money was transferred "upwards" through a fake activist, lawyer, member of the Confederation, friend and assistant of Deputy Minister Nataliya Viktorivna Kozlovska - Olha Olehivna Danchuk.
Danchuk is related to Kozlovska through her friend from Lviv, Vita Pavliv, who used to work at DABA in Lviv, and is now an employee of Kozlovska's ministry. Vita Pavliv is connected with Danchuk through shares in the joint venture "Garbudzakhid" LLC.
History of the incident.
During the inspection of the above-mentioned construction object by the chief inspectors of the DIAM department, Kostiv Rostyslav and Pidkivka Marta, a number of violations were discovered.
Oleksandr Novytskyi, the head of DIAM, began to solve the problem after a very intense phone call from Olga Danchuk, who was also on the spot in a state of heavy alcohol intoxication. Danchuk gathered courage and ordered the building supervision inspectors to tell them which defects they should not fix under any circumstances, threatening them with a connection with Novytskyi and the possible future dismissal of the inspectors on her personal instructions. So it was. It is interesting that Marta Pidkivka is a 100% accomplice of Danchuk and goes to all the facilities of "resolved lawyers".
After this call, Novytsky personally instructed her to contact Danchuk and keep calm. Since Novytskyi was not satisfied with the results of the inspection, which indicated a violation of norms and laws, he ordered a re-inspection, which was a personal invention and violated the provisions of the current legislation, namely "the procedure for accepting into operation completed construction facilities for the purpose of obtaining an illegal benefit."
The first deputy director of DIAM, Iryna Gioane, a close associate of Olga Danchuk, undertook to solve the problem.
On the instructions of the director of DIAM Novytskyi, the chief inspector of the department that carries out licensing and registration work, Babich Svitlana Vadimivna (a protégé of the director Novitskyi), who was noticed in violation of the norms of the current legislation and in committing illegal actions, such as issuing certificates of readiness and providing false testimony to the authorities pre-trial investigation. Having problems with law enforcement agencies, she registered the unfinished building on the street. Kastelivka-Academic and issued a certificate of readiness for operation with the simultaneous demolition of the existing building.
Babich Svitlana personally instructed the inspectors of Kostov and Pidkivka to delete comments from their records, and also demanded to falsify the photo report. After signing the act of acceptance and transfer, Olga Danchuk came to Oleksandr Novytskyi and handed him $20,000 as a token of gratitude for his help.
Of these "$20", the amount that Novytsky allocated to Svitlana Babich, who, by signing the deed of acceptance and transfer, assumed all criminal responsibility, is of greatest interest.
The meetings of this assistant with lower-level officials of the Ministry of Regions were the subject of activists' monitoring. In particular, the inspectors' chest cameras recorded their conversations with her.
It can be seen from the records that the certificate of acceptance into operation of the completed facility was issued on the instructions of the head of DIAM Oleksandr Valeriyovych Novitskyi. In other words, this indicates that the apartments on the street Kastelivka - str. Akademika Sakharov were ordered together with the demolition of the existing building (apartment housing "Avalon Prime"), with numerous violations of the National Civil Code, the law, and the DSTU.
It is also known that Olga Danchuk, during the transfer of money, demanded from Novitsky to fire the inspectors, just as the head of DIAM in Lviv was fired, in order to put Ilnytska, convenient for her and Gione, in this chair.
All these conversations were recorded on the inspectors' chest cameras. We can only hope that Victor Gleba will make this video public.
