The National Agency for Corruption Prevention (NACP) has established that the electronic declaration of Odesa City Council deputy from the European Solidarity party Petro Obukhov for 2023 contains inaccurate information amounting to more than UAH 18.28 million.
According to the Absolution detective agency, the main part of the disagreements concerns the transaction to purchase shares of the closed-end non-diversified venture corporate investment fund "Macros" for UAH 16 million. Obukhov noted that he bought them from Oleksandr Kapitan, but, according to the NACP, the deal was concluded not with a licensed broker, but with an individual entrepreneur, which makes the contract null and void.
In addition, the deputy did not reflect the receipt of this 16 million UAH in the declaration. According to his explanations, he received 9.6 million UAH in cash, and 6.45 million UAH were transferred through an intermediary directly to a bank account.
The NACP also found discrepancies in the indicated income from entrepreneurial activities: instead of UAH 6.44 million, the declaration indicated UAH 5.02 million. Obukhov explains this by the difficulties of calculation due to different taxation systems.
Another discrepancy concerns dividends: the deputy declared UAH 1.48 million, while the audit revealed UAH 2.36 million. He himself claims that he was guided by the movement of funds in his account, and did not receive a certificate from the State Register of Taxpayers.
The police opened criminal proceedings against Petro Obukhov for allegedly declaring false information.
