The National Agency for the Prevention of Corruption has taken a significant step in ensuring openness and transparency in public administration by opening public access to the Unified State Register of Declarations. This step is the implementation of the requirements of Law No. 3384-IX, adopted by the Verkhovna Rada of Ukraine.
According to the information posted on the agency's website, access to the registry was granted in accordance with the requirements of the law. If the declarations are not in the register, this may indicate that an application for removal from public access has been submitted, which is an important step in ensuring confidentiality.
It is important to note that withdrawal of documents is possible not only for declarations, but also for notifications of significant changes in property status submitted during the entire period. This will contribute to a more accurate display of information regarding changes in the property status of persons performing public service.
The fact that the General Staff of the Armed Forces of Ukraine can act as the initiator of the removal, in particular, attracts special attention in relation to persons who are mobilized into the ranks of the Armed Forces. This indicates an important aspect in the management and protection of information during periods of martial law.
It is noted that among the persons whose declarations are subject to withdrawal are military personnel, special police officers, representatives of intelligence agencies and others who are in the conflict zone or temporarily occupied territories.
An important step is the promise of full public access to the Register after the end of martial law in Ukraine. This initiative arose in the context of the cancellation of electronic declaration for officials and deputies due to the deployment of military actions by Russia against Ukraine. It should also be noted that the structural changes introduced during the restoration of electronic declaration were deemed necessary within the framework of the extended financing program implemented by the International Monetary Fund.
