The NACC found unreliable data in the Declaration of Ukraine in Spain in Spain in the amount of more than UAH 11 million. It is a real estate, bank accounts, corporate rights and income that the diplomat did not indicate in its reports.
The most moist question is an apartment in Spain with an area of 75 sq.m, rented by Shcherby's wife in August 2022. The average cost of such housing is 360 thousand euros, or UAH 11.163 million at the NBU rate at the time of the contract. Together with the apartment, the spouse rented a place in the underground parking, which was also not stated in the declaration.
Despite numerous NAPC requests, the Spanish side did not give an official response to the property status of the diplomat's wife. However, the lack of such information does not exempt the official from the obligation to indicate the use of property in the declaration.
This is not the first such violation. According to the NAPC, Shcherba and his wife have not repeatedly declared housing, which was rented while working in diplomatic institutions. Declarations from 2018 to 2023, as well as during the dismissal in 2024, there are no references to leased housing abroad, which is contrary to law.
In addition, the identification numbers that the ambassador indicated in the Declaration as foreign ones were Ukrainian, including for wife and children. This is another example of providing false information.
Shcherba declared allegedly received by his wife 2.613 million UAH of salary from the Spanish legal entity - Real Madrid Foundation . However, there are no information about such income in the State Register of Taxpayers, and no documents confirming employment have not been provided.
This raises doubts about the authenticity of family income sources.
Foreign accounts, corporate rights and low assets
Hidden bank accounts in Spain have also been found:

As Shcherba's explanation referred to a wife's income certificate in Belgium in the period 2014–2018, but even these 130,000 euros do not coincide with fixed balances.
Particular attention is paid to corporate rights. The diplomat's wife owns 25% of Voland LLC and is his beneficiary - but this information is not available in the declaration.
It is equally surprising to reduce the cost of real estate and transport. For example, a declared apartment of a wife of 70 sq.m was estimated at 142 thousand UAH, although the real cost is at times higher. Similar violations apply to garage, land and cars.
According to NAPC estimates, the total amount of false data is UAH 11.163 million, which exceeds 2000 subsistence minimums (UAH 6.056 million). This is the basis for the opening of criminal proceedings.
However, some of the information remained untested due to the lack of documents. NAPC ordered Shcherbi to file a corrected declaration. Whether the case will come to court - it will depend on the further development of the investigation.
