The National Anti -Corruption Agency (NAPC) conducted a check of the declaration of the former deputy of the Brovar City Council and businessman Sergei Shapran and found serious violations. According to the results of the audit, its reporting contains false information in the amount of UAH 193 million, which threatens not only its reputation but also potential criminal liability.
When checking declarations on a risky -oriented approach, the NACC found that in the case of Shapran it is about false information. According to lawyer Anastasia Grain, such violations can have serious legal consequences, including criminal liability under Art. 366-2 of the Criminal Code of Ukraine (declaration of false information). Criminal liability comes if the discrepancy between the financial threshold exceeds the data made and reliable data.
The grain explained in detail that if the discrepancy is from 500 to 2,000 subsistence minimums for able -bodied persons (from UAH 1.34 million to UAH 5.36 million), the offender is threatened with a fine of 51,000 to 68 000 UAH, public works from 150 to 240 hours. If the amount of false information exceeds 2,000 subsistence minimums (more than UAH 5.36 million), the punishment becomes more severe: a fine of 68 000 to 85 000 UAH, community service, restriction or imprisonment for a term up to 2 years, as well as a ban on holding certain positions for 3 years.
Since the amount of false data in Shapran's case exceeds these thresholds, it can lead to a stiffer punishment, including actual imprisonment. In addition, Shapran became the owner of the assets of the Russian businessman Igor Naumts, which in the conditions of sanctions can draw additional attention of law enforcement agencies and worsen his legal status.
Thus, the case of Shapran is a prime example of how important is compliance with the laws on declaring information for public persons. The violation of this principle not only leads to serious legal consequences, but can also significantly complicate the further public activity of such persons.
