The National Agency for the Prevention of Corruption (NAPC) revealed large-scale violations in the declaration of Denis Bespalov-Deputy Director for the preparation of construction of KP "Directorate of construction of road and transport structures of Kyiv". According to the NAPC, the amount of false information is UAH 24.23 million, which is the basis for criminal liability.
Bespalov has not declared an apartment of 53.3 m² in Kiev, worth more than 3.5 million UAH, in which, according to information from the state registers, his family lives since October 2022. Nevertheless, the official argued that he was less than 30 days, but data from the EDDR and his previous declaration testify to the opposite.
Another violation applies to the not specified building of the service station in occupied Donetsk. Bespalov explained that the documents were lost through war, however, according to the State Register, it remains the owner of the property.
The official also did not specify the registration number of another apartment in Kiev with an area of 82.6 m², marking the appropriate field as "does not apply", which is contrary to the available data. The cost of this mistake is UAH 3.7 million.
The declaration does not have corporate rights in two companies: Onyx-Sport LLC (20% of the share) and BIIPport LLC (40%). Bespalov explained that enterprises are inactive, but by law, even passive possession of corporate rights is subject to declaration.
The greatest concern in the NAPC was caused by the cash declaration of the wife of Bespalov: $ 450 thousand, € 80 thousand and 885 thousand UAH - a total of about UAH 20.45 million. However, for 22 years, the official income of the wife amounted to only 123 thousand UAH. The explanations for wealthy partners do not have documentary confirmation.
Bespalov also did not declare a transaction to buy an apartment for UAH 2.53 million in 2022. The official stated that the payment was made in 2021, but the law requires the declaration of the fact of acquisition of property rights in the reporting period.
According to the results of the inspection of the NACC, the signs of deliberate introduction of false information in particularly large sizes - under Part 2 of Art. 366-2 of the Criminal Code of Ukraine. This threatens Bespalov real criminal liability.
