Network equipment for Kyiv was purchased 2.5 times more expensive: investigation finds officials

A series of investigations into possible embezzlement and abuse in municipal enterprises involved in the capital's digital infrastructure are underway in Kyiv. The subjects of new and old cases are the Kyiv Teleservices and Informatika, structures subordinate to the Department of Information and Communication Technologies of the Kyiv City State Administration.

Law enforcement officers are conducting at least two criminal proceedings — from August 2024 and March 2025. One of them is investigating the purchase of network equipment by Kyivteleservice in 2021 under a contract with VM Construction Ukraine LLC for UAH 172 million. A forensic examination showed that the cost of switches and power supplies was overstated by more than 2.5 times, which could have led to an overpayment of UAH 50.9 million.

On July 14 of this year, suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine was announced against the head of the public procurement department of Kyivteleservice, who at the time of the tender was the head of the department for supporting city target programs and was the head of the tender committee. The court chose a preventive measure for her in the form of a personal obligation, but refused to remove her from her position.

Another case concerns the KP “Informatika” and the disappearance in 2018 of equipment worth UAH 466.6 thousand purchased for the city’s “Unified Dispatch Center for Transport Monitoring.” On July 3, 2025, the Shevchenkivskyi District Court released the deputy director of the enterprise, Ihor Buryak, from liability due to the expiration of the statute of limitations, despite the fact that the prosecutor’s office had prepared an indictment.

This is not the first time that the Kyivteleservice and Informatika enterprises have become the object of attention of investigators. Previously, the police and the BEB investigated the purchases of software, network equipment, and video surveillance systems with inflated prices and questionable necessity in wartime conditions. In 2022, the Kyiv City State Administration auditors discovered financial violations of almost UAH 275 million, of which more than UAH 61 million were direct budget losses.

Despite high-profile reports and criminal proceedings, most officials remain in their jobs, and some, as in the case of the former head of Informatika Veronika Malkova, return to their duties after being suspended.

Control over both enterprises is exercised by the ICT Department of the Kyiv City State Administration, which has been headed by Viktoriia Itskovich since August 2023, and political supervision is currently exercised by the Deputy Head of the Kyiv City State Administration, Valentyn Mondryivskyi.
