Important innovations regarding the mobilization of citizens will come into effect in Ukraine from May 1, 2025, as well as changes for some categories of mobilized people. In particular, this applies to conscripts with health restrictions, new types of deferments, and basic military training.
Who is subject to mobilization from May 1?
Starting in May, men aged 18 to 60 with military service experience, as well as citizens aged 25 to 60 without prior military experience, will be drafted into the army. Their health will be taken into account: fully fit for service, fit for logistics and specialized tasks, or fit for service only in certain military establishments and units.
Also eligible for conscription are persons who are on military registration, have been removed from it (provided that the reason for removal has already passed), and even have been excluded from the registration - if they voluntarily undergo a military medical examination and receive a positive result.
Certain categories of citizens can be mobilized solely at their own request - these are people with disabilities, those released from captivity, convicts who have received parole, and persons under the age of 25 who have completed basic military training.
Basic Military Training and Modifications for "Limitedly Fit"
Starting in May, the period of basic military training for conscripts who previously belonged to the "limitedly fit" category will be significantly reduced. Now, instead of 45 days, they will undergo training for only 30 days. The training involves reducing physical exertion, as well as the formation of separate training units for these servicemen.
Separately, from September 1, 2025, basic military training will become a mandatory element of education in all Ukrainian universities, regardless of their form of ownership.
The mandatory VLK for military conscripts with the "limitedly fit" mark must be completed by June 5, 2025, so May will actually be the last month for a repeat medical examination. A referral to the VLK can be obtained through the "Reserve+" mobile application or directly at the TCC. After the examination, the person will be assigned a new status - fit or unfit, depending on the state of health.
The innovations should clearly define the categories of suitability for military service and optimize the system of training personnel to perform the tasks of the Armed Forces of Ukraine.
