New rules for deferring mobilization: what will change for teachers and students

Updated rules for deferring mobilization for students and teachers came into effect in Ukraine on January 1, 2025. The Ministry of Defense published clarifications regulating these changes in accordance with Cabinet Resolution No. 1558 of December 31, 2024.

Vocational, technical, and higher education students, interns, and doctoral students now receive a deferral of a full semester, but not more than six months. This is a significant improvement over the previous three-month period.

Thus, students will have more stability in the educational process, and the CCC and the SP will be able to reduce the workload, as document processing will now be carried out less frequently.

What's changing for teachers

Teachers were granted the right to a deferral for the entire academic year — from September 1 to August 31 of the following year. However, this only applies to teachers who work at a rate of at least 0.75.

The Ministry emphasizes that even during the holidays or the end of the school year, the deferral remains in effect.

Why are these changes needed?

The Ministry of Defense emphasizes that the updates are aimed at:

  • Simplifying the procedure for obtaining a deferral;
  • Reducing the bureaucratic burden on employees of territorial recruitment centers.
    This will allow for a more efficient organization of the mobilization process and at the same time support the continuity of training.

In addition to changes in deferrals, testing of new digital services is ongoing in Ukraine. For example, the Reserve+ application now includes an electronic referral function to the military medical commission (MMC), which will reduce the need for physical visits to the CCC.

Regarding the mobilization age, the General Staff does not plan to lower it. Instead, the authorities are discussing the introduction of motivational packages to attract young people to the ranks of the Defense Forces.

These changes demonstrate the government's attempt to adapt mobilization policy to modern challenges, maintaining a balance between the country's defense capabilities and the needs of the education sector.
