New rules for issuing and extending deferrals from military service during mobilization came into effect on November 1, 2025. The changes were initiated by the Ministry of Defense and supported by the government and are aimed at reducing the burden on employees of territorial recruitment and social support centers (TCK and SP).
Now, automatic extension of deferrals is possible for individuals whose data is verified in state registers or does not change over time. The main method of processing is through the Reserve+ application, but you can also submit an application offline through the ASC.
The following can apply for a deferral online in Reserve+:

people with disabilities;

temporarily unfit for service (if there is an electronic resolution of the VLK);

parents of a child with a disability;

parents of an adult child with a disability of groups I–II;

those who have a wife or husband with a disability of groups I–II;

parents of three or more children;
-
students and employees of higher and professional education;
-
military with a child.
For those who cannot use the application or whose deferral types are not yet available in Reserve+, an application can be submitted at any ASN. This applies to guardians, custodians, adoptive parents, people caring for seriously ill family members, teachers and scientists, as well as military personnel, relatives of the deceased or Heroes of Ukraine.
You must bring your passport, RNOKPP and a package of documents to the ASC according to the type of deferment. The administrator sends the application via the Diya portal to the CCC, after which the ASC informs you of the result by phone. The document can be printed at the ASC or via Reserve+ and the Diya portal.
It is important to remember that the application must be submitted in person, and a representative cannot do so on behalf of the applicant. Incomplete or inaccurate information may result in a refusal, and it is impossible to submit an application from abroad in paper form.
