New rules for issuing and extending deferrals from mobilization will come into effect in Ukraine on November 1. The changes are aimed at digitalizing the process, reducing bureaucracy, eliminating queues, and minimizing corruption risks, the Ministry of Defense reports.
Under the new rules, more than 600,000 deferrals will be automatically extended without contacting the territorial recruitment centers (TCC). Auto-extension applies, in particular, to people with disabilities, temporarily unfit according to the conclusion of the VLK, parents of large families, parents of children with disabilities, scientific and pedagogical workers, students, relatives of the deceased and other categories specified by the resolution.
You can apply for a deferral online through the Reserve+ app, which currently supports nine categories of citizens. Access will soon be expanded to two more categories: those caring for disabled parents and single parents.
For those who do not use smartphones or whose deferral has not yet been digitized, applications will be accepted by the ASCs. The ASC only scans the documents, and the decision is made by the CCC. Paper certificates with a wet seal have been canceled: confirmation of the validity of the deferral is carried out through an electronic military registration document in "Reserve+".
If the deferral falls under automatic extension, you don't need to do anything — Reserve+ will receive a notification. In case of refusal or change of data, the citizen must resubmit the documents online or through the ASC.
The new rules are designed to simplify the process of issuing deferrals, reduce the burden on the CCC, and make the procedure more transparent and accessible to citizens.
