From January 2025, the state is introducing a new type of support for internally displaced persons (IDPs) . This involves compensation for partial or full payment of housing rent. We tell you who is eligible for this assistance, what are the conditions for receiving it, and how to apply for it.
Who can claim compensation?
A housing rental subsidy will be available to displaced persons living in war-affected regions, including:
- Luhansk region
- Donetsk region
- Kherson region
- Chernihiv region
- Sumy region
- Kharkiv region
- Zaporizhia region
- Mykolaiv region
- Dnipropetrovsk region
The main condition : housing rental costs must exceed 30% of the total income of the applicant or his family.
How to apply for a subsidy?
To receive assistance, you should contact the Pension Fund of Ukraine (PFU) and follow these steps:
- Apply for a subsidy.
- Provide a housing lease agreement (a sample agreement can be obtained from the PFU branch or downloaded from the website of the Ministry of Social Policy).
- Wait for a decision within 10 business days.
In addition to the housing rental subsidy, IDPs are entitled to a subsidy for paying for utilities. These types of assistance are independent of each other, so IDPs can receive both subsidies at the same time. To do this, you need to submit an application through:
- PFU branch
- ASC
- PFU portal
- “Action” application
The introduction of a housing rental subsidy is a significant step by the state in supporting displaced people facing financial difficulties due to the war. The availability of assistance only to certain regions has raised some questions, but the initiative is aimed at supporting the most affected regions.
