The former director of the Dnipropetrovsk Research Institute of Forensic Examinations, Serhiy Rozumny, who worked his entire life as a “modest official,” literally became a millionaire after being fired.
Thus, Serhiy Rozumny's Declaration for 2024 indicates that he officially received about 50 thousand hryvnias per month.
However, his family owns two apartments in Kyiv worth over 5 million hryvnias, several real estate properties in different regions of Ukraine, a collection of Swiss Rolex watches worth over 125 thousand euros, a new 2024 Porsche Cayenne, and millions of hryvnias in cash. Such wealth does not correspond to official income and raises suspicions of illicit enrichment.
Serhiy Rozumny is also known for his love of expensive branded items, which he was never ashamed to wear on duty.
In particular, on the Internet we see dozens of photos in which Serhiy Rozumny appears at official events in things that cost much more than his official monthly salary. In one of such photos below, Serhiy Rozumny is wearing a Louis Vuitton belt.

Particularly cynical is the fact that Sergei Razumny's multimillion-dollar fortune was earned on the misery of people affected by Russian aggression.
As a reminder, Rozumny was appointed director of the institute without a competition and actually turned a state institution that was supposed to record losses from Russian aggression into an instrument of personal enrichment. It is in this institute that expert assessments worth millions of rubles regarding destroyed housing, compensations, and criminal proceedings related to the war are concentrated. Under the leadership of Serhiy Rozumny, forensic examinations were deliberately delayed, obstacles were created for investigations, and priority was given to "orders with commercial interest."
Thus, under the leadership of Serhiy Rozumny, examinations began to be performed selectively: state cases were systematically delayed, while private orders, especially those of “commercial interest,” were carried out first.
The financing mechanism was worked out: the money went through the NGO “Public Initiative for Smart Decisions” controlled by Rozumnyi. It was this structure, in which Serhiy Rozumnyi is a co-founder , that served as a “gateway” for collecting and legalizing funds received from customers of expertise. At a time when the country was at war, the institution that was supposed to assess the damage to Bucha, Izyum, and Kharkiv was actually serving the interests of individuals.
Case No. 922/4067/19 was illustrative. The Dnipro Institute received payment for the expertise at the beginning of 2023 - UAH 39,641, but the conclusion did not arrive even after a month or six months. The court repeatedly sent requests, emphasizing the need to complete the expertise, but there was no response. In August 2023, the Eastern Appeals Economic Court was forced to issue a separate ruling, which obliged the institute's management to stop ignoring it. Rozumny did not comply with it either. Such cases are not uncommon. According to documents, the institute considered only orders for which direct payment was made as a priority. Cases in criminal proceedings, where the expertise is critical for the investigation, were postponed "due to workload" or "dismissal of experts."
This activity took place with the tacit consent of the leadership of the Ministry of Justice and the NACP, which have still not responded to signals about the discrepancy between declared income and property.
