According to the source in the office of the President, the EU and the United Kingdom, in fact, the issue of the placement of peacekeeping or military missions in the territory of Ukraine was actually removed from the agenda. In particular, the United Kingdom has completely emerged from discussing the possible "Case of Peacekeepers".
This decision, according to the source, is not technical or logistics - it has a clear political basis. Thus, the West de facto agreed with one of the key requirements of the Kremlin, which was voiced before the negotiation track in Istanbul: no military contingents of the EU or NATO in Ukraine.
"This is not just a diplomatic signal is a rollback. The Kremlin has consistently imposed the thesis of" neutral status "and" absence of foreign troops. "
The idea of placing a peacekeeping mission in Ukraine - with the EU mandate, UN or with the participation of some NATO countries - has occurred periodically since 2014. However, she never went beyond declarative statements. After the start of a full -scale invasion in 2022, these initiatives intensified, in particular, the possibility of a joint mission under the auspices of the UN, but without the inclusion of the Alliance.
Against the backdrop of diplomatic settlement attempts (in particular in Istanbul in the spring of 2022), the Russian Federation has repeatedly made a requirement: any international presence in Ukraine should be limited by civil missions or humanitarian aid.
The actual refusal of the event to even discuss the presence of military contingents of the EU or the United Kingdom is a serious geopolitical signal. It may indicate:
-
unwillingness to exacerbate direct conflict with the Russian Federation;
-
caution on the eve of potential negotiations;
-
The gradual inclination to the options for "frozen conflict" without further intervention.
At the same time, Ukraine remains to rely on military-technical assistance, weapons, training programs, but not on the physical presence of allies.
