The issue of serving summonses remains one of the most sensitive and discussed in society. The latest official explanations from territorial recruitment and social support centers indicate that the list of persons authorized to notify those liable for military service is much broader than many citizens previously believed.
During the mobilization in Ukraine, summonses can be served not only by employees of the Central Military District. The relevant information was published on the official resources of the recruitment centers and confirms the current practice of notification.
According to the explanations, the right to serve summons is held by employees of territorial recruitment and social support centers, representatives of structural divisions of district and city state administrations, as well as military administrations. This list includes officials of executive bodies of village, settlement and city councils, as well as district councils in cities in case of their creation. In addition, summons can be served by authorized representatives of enterprises, institutions and organizations. It is separately stated that employees of the relevant divisions of intelligence agencies and the SBU have the right to issue notifications exclusively regarding reservists and conscripts who are on their military registration.
Lawyers emphasize that the key function of all these individuals is precisely to notify citizens. They are not authorized to check documents, detain individuals, or forcibly deliver them to the CCC.
As lawyers explain, representatives of local governments, housing and operating organizations or enterprises act exclusively within the framework of the official mandate they have received. Their task is limited to delivering a summons as a form of notification to a conscript about the need to appear at the CCC.
The procedure is as follows: the territorial recruitment center sends an official order with a request to ensure notification or appearance of a specific person. After that, the responsible person is obliged to make an attempt to serve the summons at the place of residence or work.
If a citizen refuses to accept the document or if the person is not found at the specified address, a corresponding act is drawn up. It records the circumstances of the refusal or absence, after which this document is transferred to the CCC as confirmation of the notification procedure.
