New English proficiency: Cabinet approved a 10% allowance for civil servants

The Cabinet of Ministers of Ukraine has made important decisions that contribute to the development of foreign languages ​​among civil servants and other categories of employees. According to the new order approved by the Government, a 10% of the salary allowance for those who speak English at a level not lower than B2 will be set. This allowance applies to civil servants, military, police and education workers.

The procedure for establishing English language proficiency is approved to some categories of persons, which will enter into force at the same time as part of the sixth Art. 4 of the Law “On the Application of English in Ukraine” and will act for four years

According to him, the document defines the establishment of English language proficiency at a level not lower than B2 on the Council of Europe Recommendations (CEFR) in the amount of 10% of the salary:

  • heads of local state administrations (deputies);
  • servicemen who are contracting military service; police;
  • heads of state scientific institutions;
  • heads of higher education institutions;
  • employees of education and science and some other categories of persons.

In 2024, President of Ukraine Volodymyr Zelensky signed the Law on the use of English in Ukraine.

The Verkhovna Rada approved in the second reading a bill that gives English the status of one of the languages ​​of international communication in Ukraine. The document defines the categories of positions whose candidates are obliged to speak English, as well as to provide English in pre -school institutions.
