From January 1, 2025, new conditions for granting benefits for payment of housing and communal services and purchase of solid fuel come into force in Ukraine. In accordance with the resolution of the Cabinet of Ministers No. 1553, approved on December 31, 2024, the list of citizens who can receive this assistance has been expanded. The main criterion for receiving benefits is the average monthly family income, not exceeding 4,240 hryvnias per person.
Who will be entitled to benefits?
According to the new rules, assistance will be provided provided that the average monthly income of the family over the past six months does not exceed the amount of income that entitles the person to a tax social benefit. The following categories of citizens will be entitled to benefits:
- Rehabilitated persons with disabilities as a result of repression or pensioners.
- Victims of the Chernobyl disaster (categories 1 and 2).
- Guardians of children and spouses of deceased citizens whose deaths were related to the Chernobyl disaster or the liquidation of nuclear accidents.
- Persons with disabilities discharged from military service.
- Parents and family members of deceased or missing servicemen.
- Veterans of military service and widows of deceased veterans.
- Former concentration camp prisoners and deportees who have reached retirement age or are disabled.
Benefits will be provided based on the average monthly family income. For those who apply after January 1, 2025, income for the previous six months will be taken into account. If the benefit was assigned before this resolution came into force, its payments will continue until April 30, 2025, that is, until the end of the heating season.
The decision to expand the list of beneficiaries is intended to strengthen social support for vulnerable segments of the population. Thanks to a targeted approach, assistance will be directed to those who need it most, which will contribute to a more efficient use of state resources.
Ukrainians who meet the criteria can apply to social protection agencies at their place of residence to apply for benefits. This decision is a step towards strengthening social justice in the face of economic challenges.
