From January 1, 2025, new conditions for providing benefits for the payment of housing and communal services and the purchase of solid fuel will enter into force in Ukraine. In accordance with Cabinet of Ministers Resolution No. 1553, adopted on December 31, 2024, the list of citizens who can receive this assistance has been expanded. The main criterion for receiving benefits is the average monthly family income, which does not exceed 4,240 hryvnias per person.
Who will be entitled to benefits
According to the new rules, assistance will be provided on the condition that the average monthly income of the family for the last six months does not exceed the amount of income that gives the right to a tax social benefit. The following categories of citizens will be entitled to benefits:
- Rehabilitated persons with disabilities as a result of repression or pensioners.
- Victims of the Chernobyl disaster (categories 1 and 2).
- Guardians of children and spouses of deceased citizens whose death is related to the Chernobyl disaster or liquidation of nuclear accidents.
- Persons with disabilities released from military service.
- Parents and family members of dead or missing servicemen.
- Military service veterans and widows of deceased veterans.
- Former prisoners of concentration camps and deported persons who have reached retirement age or have disabilities.
Benefits will be provided taking into account the average monthly income of the family. For those applying after January 1, 2025, income for the previous six months will be considered. If the aid was assigned before the entry into force of this resolution, its payments will continue until April 30, 2025, that is, until the end of the heating season.
The decision to expand the list of beneficiaries is designed to strengthen social support for vulnerable segments of the population. Thanks to the targeted approach, aid will be directed to those who need it most, which will contribute to more efficient use of public resources.
Ukrainians who meet the criteria can contact the social security authorities at their place of residence to apply for benefits. This decision is a step towards strengthening social justice in the face of economic challenges.
