New rules for postponement of mobilization: what will change for teachers and students

From January 1, 2025, the updated rules for postponement of mobilization for students and teachers came into force in Ukraine. The Ministry of Defense has published clarifications governing these changes in accordance with Cabinet Resolution No. 1558 of December 31, 2024.

Students of professional and technical, professional pre-university and higher education institutions, interns and doctoral students now receive a deferment for the entire semester, but no more than six months. This is a significant improvement over the previous period of three months.

Thus, students will have more stability in the educational process, and TCC and JV will be able to reduce the burden, since the preparation of documents will now be done less often.

What is changing for teachers

Teachers received the right to deferment for the entire academic year — from September 1 to August 31 of the following year. However, this applies only to teachers who work at a rate not lower than 0.75.

The Ministry emphasizes that even during the holidays or the end of the school year, the postponement remains in effect.

Why are these changes necessary?

The Ministry of Defense emphasizes that the updates are aimed at:

  • Simplification of the procedure for obtaining a deferment;
  • Reducing the bureaucratic burden on employees of territorial picking centers.
    This will make it possible to organize the mobilization process more effectively and at the same time support the continuity of training.

In addition to changes in postponements, testing of new digital services continues in Ukraine. For example, in the "Rezerv+" application, the function of electronic referral to the military medical commission (MMC) is now available, which will reduce the need for physical visits to the TCC.

As for the mobilization age, the General Staff does not plan to lower it. Instead, the authorities are discussing the introduction of incentive packages to attract young people to the ranks of the Defense Forces.

These changes demonstrate the government's attempt to adapt the mobilization policy to modern challenges, maintaining a balance between the country's defense capability and the needs of the education sector.
