On the evening of January 30, the Cabinet of Ministers of Ukraine presented an updated draft law on mobilization .
The new bill is available for review on the official website of the parliament. It is noted that it provides for a minimum cash benefit of 20 thousand hryvnias, excluding additional remuneration, and during the period of martial law, it is possible to receive additional remuneration from 30 to 100 thousand hryvnias.
It is noted that persons with disabilities of all groups will be exempted from military service. It is also stipulated that persons who have reached the age of 25 will become subject to military service and may be subject to mobilization. Those who are mobilized are given two months to resolve personal issues and prepare for military service.
The new bill also states that military personnel during martial law will be entitled to annual leave, which can be divided into parts, but not less than 15 consecutive days. It also stipulates that military personnel released from captivity will receive an additional 90 days of paid leave if they decide to continue their service.
It is also important to note that now conscripts do not have to visit the Territorial Personnel Center to update their data. This can be done online in their personal account or at the Administrative Services Center. This allows them to freely move to another city and update their registration at a new address.
In addition, it is proposed to create an electronic military account based on the “Oberig” register of military conscripts. Citizens are required to register for an electronic account and undergo a medical examination.
After mobilization, all citizens will be required to undergo mandatory military training lasting 2-3 months. It is noted that a person cannot be sent to the front immediately after mobilization.
The bill also proposes to abolish conscription, introducing basic military training instead. A person aged 18 to 24 independently chooses the time of military training, which will last no more than 5 months. At the same time, the person's job is preserved during this period, which is an innovation compared to current legislation.
Deferral from mobilization remains for students of vocational, technical and higher education institutions who receive education in full-time or dual forms. The condition for receiving a deferral is to achieve a level of education higher than previously received (with the exception of postgraduate students studying under a contract at the expense of individuals or legal entities).
