New Bill: TCC and VLK employees may be criminally liable for breach of mobilization rules

The Verkhovna Rada of Ukraine approved an important bill No. 12442, which is criminally responsible for the heads of territorial centers of completion (TCC) and military-medical commissions (VLK) for violation of the legislation in the field of mobilization. The bill was adopted in the first reading and received support of 273 people's deputies.

The People's Deputy Yaroslav Zheleznyak in his Telegram-channel recruits this, believing that this document is a step towards strengthening control over mobilization processes in Ukraine.

The main provisions of the bill

According to the draft law, criminal liability for violation of the procedure of medical examinations used to determine the suitability of citizens for military service. The bill also provides for punishment for violation of the rules of conscription of citizens for military service. This will help reduce possible abuse in this area and increase discipline among persons relevant to mobilization processes.

Expanding a circle of persons who fall under responsibility

The bill only enhances punishment for the heads of the CCC, but also expands the number of persons who can be criminally liable for corruption offenses. Not only the heads of the Tax Code, but also the heads, deputies and members of the VLK, as well as military physicians who make medical examinations of conscripts can now fall under criminal liability. This allows you to combat corruption schemes and other misconduct in the field of mobilization.

The purpose of the law is to strengthen the state's defense capability

The introduction of criminal liability for violation of mobilization legislation aims to increase responsibility and discipline among persons performed by this mobilization, as well as to prevent possible abuse. With the adoption of this Law, it is planned to reduce the number of misconduct that contribute to the mobilization process and to strengthen the control over the implementation of legislation in the country's defense sphere.

The following stages of consideration of the bill

Currently, the bill # 12442 has to undergo several stages of consideration in parliament, but has now received positive reviews among deputies. Many of them believe that this law is a success to strengthen Ukraine's defense capability, in particular in the context of the current military situation. In addition, MP Yaroslav Zheleznyak emphasized that the adoption of this document is a step towards ensuring greater transparency and effective mobilization, which is critical for the country in war.

Thus, with the adoption of the bill it is planned to significantly reduce the number of mobilization involved in the sphere and to create a larger system of transparency that meets the modern requirements of Ukraine's defense capability.
