According to sources, a broad scheme of fictitious training has been deployed at the National University "Chernihiv Polytechnic" in order to avoid mobilization by men of draft age, with the participation of rector Oleh Novomlynets and first vice-rector Serhiy Shkarlet.
According to the source, starting in 2022, an unofficial scheme for enrolling men aged 25 and over for a contract form of study began operating at the Chernihiv Polytechnic National University. The price of enrollment in the university, including through distance learning tools, is around $10,000.
At the same time, men of draft age enrolled in the university under this scheme did not show up for classes and did not interact with teachers.
It is worth noting that in April-May 2025, when law enforcement agencies began to take an interest in the situation at the university, the administration suddenly expelled about 500 students. According to sources, these were the same individuals who appeared in the fictitious schemes.
One of the university professors commented on the situation with the sudden mass expulsion of "students" on condition of anonymity: "We had 'dead souls' in the system - they never showed up, didn't pass exams, had no academic history. And suddenly, expulsion in a package in May. It looks like a purge.".
Interestingly, the story of the one-time expulsion of about fifty students is not the only scandal surrounding Chernihiv Polytechnic. Previously, the university was seen covering up systemic plagiarism in the dissertations of its management.
In 2020–2023, the independent community Dysergate discovered numerous fragments of academic plagiarism in the scientific works of the then rector of Chernihiv Polytechnic University, Serhiy Shkarlet. This data was also confirmed by the National Agency for Quality Assurance in Higher Education (NAQAHE).
Quote from the conclusion TITLE: “Six fragments with dishonest borrowing of text, formulas, and tables without proper reference to the sources were found in Mr. Shkarlet’s works.”.
Meanwhile, the coordinator of “Dysergate,” Svitlana Blagodeteleva-Vovk, was threatened and harassed after the revelations of Shkarlet’s plagiarism. The police initially saw no signs of a crime, calling the threats “romantic notes,” but after public pressure, they opened a case.
Despite the scandal, Serhiy Shkarlet received a ministerial position, and the academic integrity commission of Chernihiv Polytechnic did not recognize any violations in his work. Later it became known : at least two members of this commission – Viktoriya Margasova and Alina Pinchuk – themselves had signs of plagiarism in their dissertations. In their works, copying of other people's texts was revealed, including from Russian sources, with a change in word order and translation without references.
In addition to the above facts, the leadership of Chernihiv Polytechnic University is mired in criminal cases for embezzlement of budget funds. The editorial staff of our publication analyzed information from the ERDR, where we found four open criminal proceedings at once.
In particular, criminal proceedings have been initiated against the fact of appropriation of budget funds by prior conspiracy by officials of the educational institution NU "Chernihiv Polytechnic" and the business entity Individual Entrepreneur:
