From now on, AI will check documents in Ukraine

For the first time in Ukraine, a state service has been launched that uses artificial intelligence for preliminary document verification. This involves issuing a veterinary license in the e-Permit system.

How the new system works

"ePermit" is a state platform for submitting and processing applications for obtaining or amending permits and licenses. If an entrepreneur submits an application through the "Diya" portal, the system automatically checks the documents, helps experts make decisions, and returns the result of the review.

The new AI module analyzes whether all the necessary data is present, whether there are any errors or inconsistencies. Thanks to this:

  • the number of rejections decreases,

  • processing of applications is accelerated,

  • experts can focus on more complex cases.

It is important that all calculations are performed within the country, without transferring information abroad, in compliance with cybersecurity requirements.

The team faced challenges: documents are often submitted in low quality, with handwritten notes; real data cannot be used to train models; computing resources in Ukraine are limited. To do this, they used a hybrid approach: synthetic data, open models, and adaptive algorithms created specifically for the public sector.

The launch of the AI module for veterinary licenses is just the first step. Successful implementation will allow scaling the solution to other permitting and licensing procedures, which will open a new stage of digitalization of public services in Ukraine.
