"Are eggs for 17 hryvnias indignant? Now there will be 25 each", - expert on "anti-corruption" innovations of Zhumadilov

According to the conclusion of Andrii Myselyuk, director of the Institute of Socio-Political Planning "Dialog", the newly created Defense Procurement Agency (SE "State Rear Operator"), which was supposed to bring order to the supply of food to the army, in fact, under the leadership of Arsen Zhumadilov, made the situation much worse.

"The next reform of state procurement for the Armed Forces both started quickly and ended quickly... But, if earlier we were outraged by eggs for 17 hryvnias, now they will be 20 and 25," the expert writes.

Based on the analysis of the recent tender announced by the Zhumadilova Agency, it can be seen that the food costs of the Armed Forces have already increased, the expert writes.

First of all, this is due to the fact that the state-owned enterprise, which was created and headed by the author of the reform, Arsen Zhumadilov, received the right to receive commissions from each purchase - 0.4%.

"Ordinary logic suggests that where there is an intermediary's commission, the intermediary will always try not only to increase the number of transactions, but also to increase the price of the product or service," the expert notes.

He also draws attention to the fact that according to Zhumadilov's new rules, the executor is now for some reason exempted from responsibility for non-fulfillment of the contract.

In addition, "unlike the State Department of State Procurement of the Ministry of Defense, which was accused of corruption, the new Agency does not require suppliers to have experience." The financial condition of the performer Zhumadilov is also not of interest.

At the same time, the expert writes, "The agency has become so generous that it immediately gives the supplier half of the money for three months of work."

At the same time, state spending on food preparation has been increased from 107 to 137 hryvnias for each food set.

"In other words, costs instantly increased by more than 30%. And these are hundreds of millions of hryvnias from the budget plus additional commissions of the Zhumadilov Agency," Myselyuk emphasizes.

Another innovation from Zhumadilov is the requirement for tender participants to have at least 25 premises in the delivery regions.

Such a requirement, the expert is sure, indicates that the conditions are deliberately "written for a specific supplier". And only a large retail network can become such a supplier.

"Obviously, the food supply market is now again at the stage of redistribution: new people came to the MoD, so the suppliers demanded changes - to their own benefit... But where are the transparent and equal rules of the game ?", the expert asks.
