Odessa MP is suspected of illegal enrichment

Odessa MP Oleksandr Matveev was at the center of a new corruption scandal: NAPC found signs of illegal enrichment in the amount of more than UAH 81 million. The deputy himself is hiding in Spain, where he owns the estate and does business.

According to the official information of the NAPC, as a result of monitoring the lifestyle of the deputy of the Odessa City Council Alexander Matveyev, unreasonable assets for a total amount of more than UAH 81.7 million were revealed. The investigation covered the period from 2021 to 2024. These are real estate, elite transport, corporate rights and foreign homes.

Among the assets that do not match the declared income:

  • non -residential premises in Odessa worth UAH 14.9 and UAH 1.5 million;

  • apartment in Odessa for UAH 7.2 million;

  • Mercedes-Benz S400 CDI 2021 worth UAH 5.4 million;

  • house and land in Spain - UAH 40.7 million;

  • Corporate rights to a private enterprise worth almost 12 million UAH.

Also, the focus was the daughter of a deputy who officially has no income, but became the owner of expensive movable and real estate, as well as business in business.

Since 2010, Matveev has been a member of the standing committee of the Odessa City Council on Communal Property, Economic and Investment Policy. This gives him access to information about city property and influence on the decision on their privatization. It is because of the related public organization that is allegedly protected by disabled people that, according to the investigation, he appropriated one of these premises.

The scheme looked as follows: related to the deputy, the person provided a public organization with an interest -free loan, for which she acquired communal property. The premises probably came under the control of the deputy.

The investigation into Alexander Matveyev is ongoing. The NAPC submitted materials to the Odessa Regional Prosecutor's Office for involvement in criminal proceedings under Article 368-5 of the Criminal Code of Ukraine-illegal enrichment. In addition, the ABSolution Detective Bureau reports that Matveev is on the international wanted list for suspicion of misappropriation of communal property.

Currently, the deputy lives in his estate in Spain, where, according to preliminary information, he is engaged in business. Journalists continue collecting information about its activities abroad, in particular in the context of related enterprises and real estate operations.
