Odessa MP suspected of illicit enrichment

Odessa MP Oleksandr Matveyev has found himself at the center of a new corruption scandal: the National Anti-Corruption Commission has revealed signs of illicit enrichment worth over 81 million hryvnias. The MP himself is hiding in Spain, where he owns property and runs a business.

According to official information from the NACP, as a result of monitoring the lifestyle of Odessa City Council deputy Oleksandr Matveyev, unsubstantiated assets totaling over UAH 81.7 million were discovered. The investigation covered the period from 2021 to 2024. These include real estate, luxury vehicles, corporate rights, and a house abroad.

Among the assets that do not correspond to declared income:

  • non-residential premises in Odessa worth 14.9 and 1.5 million UAH;

  • apartment in Odessa for 7.2 million UAH;

  • Mercedes-Benz S400 CDI 2021 worth UAH 5.4 million;

  • house and land plot in Spain — UAH 40.7 million;

  • corporate rights to a private enterprise worth almost UAH 12 million.

The focus also turned to the deputy's daughter, who officially has no income, but has become the owner of expensive movable and immovable property, as well as shares in a business.

Matveyev has been a member of the Odessa City Council's standing commission on municipal property, economic and investment policy since 2010. This gives him access to information about city property and influence on decisions regarding its privatization. It was through a related public organization that allegedly protects the disabled that he, according to the investigation, appropriated one of these premises.

The scheme was as follows: a person associated with the deputy provided an interest-free loan to a public organization, with which it purchased municipal property. The premises likely came under the deputy's control.

The investigation into Oleksandr Matveyev is ongoing. The NACP has transferred materials to the Odessa Regional Prosecutor's Office for inclusion in criminal proceedings under Article 368-5 of the Criminal Code of Ukraine - illicit enrichment. In addition, the Absolution detective agency reports that Matveyev is on the international wanted list on suspicion of misappropriation of municipal property.

The MP currently resides in his estate in Spain, where, according to preliminary information, he is engaged in business. Journalists continue to collect information about his activities abroad, in particular in the context of related enterprises and real estate transactions.
