in Odessa . According to the investigation, some of the equipment was used for commercial and private purposes - to power public catering establishments, a car wash, and a private home.
This was reported by the Office of the Prosecutor General of Ukraine .
These are officials of the municipal enterprise "Odessa Electrotechnical Operation and Installation Enterprise". According to law enforcement, the scheme involved the former director, former chief engineer, and mechanic of the enterprise.
At the end of 2022, the company received four diesel generators with capacities ranging from 5.4 to 165 kW as humanitarian aid. The equipment was intended to support uninterrupted power supply to critical infrastructure facilities in conditions of energy instability and possible outages.
However, already in early 2023, the generators began to be used for purposes other than their intended purpose. According to the investigation:

two generators provided electricity to a cafe and restaurant in the city center;

one was used to power a private house;

another one for car wash operation.
Thus, the equipment that was supposed to support the functioning of strategically important city facilities actually ended up in private and commercial use.
The actions of the former officials have been described as misappropriation of humanitarian aid and its misuse. Law enforcement officials emphasize that such cases are especially dangerous in martial law, when the stability of the energy system is of critical importance for the city and the region.
A pre-trial investigation is currently underway. Investigators are identifying the full range of individuals involved and taking steps to return the generators to the critical infrastructure system.
We will remind, earlier in Kyiv a pre-trial investigation was completed regarding an official of the Kyiv City State Administration , who is accused of official negligence during the purchase of generators for the "Points of Invincibility". According to the investigation, at that time it was a question of a significant overpayment to the supplier.
