The state company "Operator of the gas transport system of Ukraine" (OGTSU) is going to make a payment of UAH 1.2 billion to LLC "KB Teploenergoavtomatika". This company was the winner of the tender for the reconstruction of the compressor station, but its reputation raises serious questions due to past corruption allegations.
Ex-Nardeput Maksym Mykytas drew attention to the tender on his Telegram page.
According to Mykytas, "Teploenergoavtomatika" is controlled by Viktor Braginskyi, ex-director of KP "Kyivskyi metropoliten", who is currently wanted. According to businessman and former deputy Maksym Mykytas, the company plays the role of a "gasket" through which the funds of the metro were laundered.
According to the Bihus.Info investigation, "KB Teploenergoavtomatika" LLC received multimillion-dollar contracts for subway repairs during the leadership of Braginsky. Since 2020, the main owner of the company is Tetyana Beletska - People's Artist of Ukraine, ballerina of the National Opera and head of the classical choreography department of the Kyiv Municipal Academy of Dance.
However, journalists point out that Beletska is most likely only the nominal owner. She may be the mother-in-law of Kyril Kryvets, a long-time colleague of Braginsky. In the mid-2000s, Kryvets and Braginskyi worked in the structures of Naftogaz, and later engaged in business together. After the appointment of Braginsky as the director of KP "Kyivskyi metropoliten" in 2014, Kryvets became the owner of several contractor companies that performed works for the metro.
According to Mykytas, "Teploenergoavtomatika" never had its own labor or material resources for the execution of contracts. The company performed the function of "gasket" through which state funds were laundered. Several criminal cases regarding embezzlement of money from "Kyiv Metropoliten" were initiated against the company.
Previously, the company received UAH 1.5 billion for repair work in the capital's metro, although the cost of services and materials was overstated.
Despite its dubious reputation, "KB Teploenergoavtomatika" LLC won the "HTS Operator" tender for the reconstruction of the compressor station. The project provides for the allocation of UAH 1.2 billion, which may become the next stage of using the firm for money laundering.
The state-owned company has not yet commented on the possible deal, but society is demanding an investigation into Teploenergoavtomatika's connections with suspects in corruption schemes in Kyiv.
