The Verkhovna Rada is preparing to completely change the approach to the accrual of salaries for civil servants, judges, prosecutors and budget workers. Instead of the subsistence level, it is proposed to introduce a new value - the so -called "row".
It is a package of four draft laws # 13466–13469, initiated by a group of 120 people's deputies, including Parliament Chairman Ruslan Stefanchuk. Documents have already been registered in parliament.
Unlike the subsistence minimum, which is a social standard and affects pensions and social payments, "guidance" is a purely technical settlement base for remuneration in the public sector. Its amount will be established annually in the Law on the State Budget, separately from social guarantees.
For 2026, deputies propose to consolidate the "rope" at a level of at least 3 470 UAH. It will depend on the salaries of civil servants, employees of the judicial system, prosecutors, as well as other employees whose salaries were previously calculated, based on the subsistence minimum.
In the case of adopting a new model, the subsistence minimum will only remain in the social plane - as a basis for calculating minimal pensions, social benefits and other types of support. And all salary formulas for government officials will be rewritten with a binding to a "row".
This decision is intended to release wages in the state sector from a social standard, which has long been artificially restrained and has not reflected the real cost of living. The launch of the new system is planned from January 1, 2026.
