The occupiers in Vovchansk are holding civilians hostage and blocking their evacuation, Sinegubov said.

About 100 civilians remain in the territory of Vovchansk controlled by the Russian occupiers, whom the invaders hold and do not allow to evacuate. This was stated by the head of the Kharkiv regional military-civilian administration Oleg Synegubov during the telethon.

"We are continuing the evacuation measures, in total we have already evacuated 10,700 people from the Lipetsk and Vovchansk directions, as well as from the city of Vovchansk. However, according to our information, there are still approximately 100 people in the city, who are being held hostage by the Russian security forces and are not allowed to evacuate under threats of shooting," Sinegubov informed.

According to the head of the OVA, there are 50 to 100 civilians in the territory of the city controlled by the occupiers.

"The front line runs across the Vovcha River, which is almost half of the city. However, it would be incorrect to even roughly estimate the percentage ratio, as hostilities continue there every minute, and our military is trying to liberate house after house," added the head of the OVA.
