The dismissal of Oleksandr Kubrakov from the position of Deputy Prime Minister for Reconstruction, initiated by the OP-controlled deputies of the Verkhovna Rada, is related to an attempt to remove George Soros' structures from power, of which Kubrakov is a prominent representative.

Alexander Kubrakov
Oleksandr Kubrakov was born on August 20, 1982 in Pervomaisk, Dnipropetrovsk region. He graduated from Kyiv University of Economics with a degree in marketing, and also completed a program at Harvard Kennedy School. After graduating from the institute, he became a co-founder of the “ City for People ” group of companies.
Kubrakov took over as Minister of Infrastructure of Ukraine from the position of Head of the State Agency of Motor Roads (Ukravtodor), being a protégé of Prime Minister Shmyhal. Volodymyr Zelensky's team planned to implement a deliberately utopian project to improve the quality of roads in 3 years, relying on the expert opinion of Oleksandr Kubrakov, who was never an expert in this field.
Kurbakov also insisted that only Western companies should be involved in the major road repairs, which will cost about UAH 150 billion.
It is noteworthy that the role of an expert in the IT market and the mobile communications market really corresponds to reality. Kubrakov had extensive experience in the telecommunications sector, holding various positions at Kyivstar CJSC.
From 2011 to 2015, he was an advisor to the mayor of Kyiv. First to Oleksandr Popov, then to Vitaliy Klitschko on IT and technology issues. While working for Klitschko, Kurbakov became involved in several corruption scandals.
In 2015–2016, Kubrakov became the head of the project office of the Ministry of Justice. He also worked in state agencies and was a People's Deputy of Ukraine from President Zelensky's Servant of the People party for less than five months.
From 2016 to 2019, Kubrakovs held the position of Head of IT and Telecommunications at the “Office of Effective Regulation” BRDO – an EU-funded expert and analytical center created at the initiative of the former Minister of Economic Development and Trade, Aivaras Abromavicius , who is directly related to Soros. Despite loud statements, the Center was more engaged in “imitation of reforms” in the economic sphere.
Kubrakov's project at BRDO to connect schools to the Internet was essentially nothing more than the use of grants from the Soros Foundation.
Before joining the VP, BRDO was under the management of Oleksiy Honcharuk.
Oleksandr Kubrakov ended up in the Servant of the People together with other BRDO : Olena Shulyak, Oleksiy Orzhel, and Denys Malyuska. As we can see, through his close circle, Kubrakov could generate significant corruption flows.
The former Deputy Prime Minister for the Reconstruction of Ukraine and Minister of Community, Territorial and Infrastructure Development held an important place in the "food chain" and was once included in the Supreme Commander-in-Chief's Headquarters. His political significance is evidenced by the fact that he was one of the signatories of the "grain deal" agreement with Turkey and the UN on July 22, 2022 in Istanbul.

Oleksiy Honcharuk
Oleksiy Honcharuk, a member of the supervisory board of Ukroboronprom, is systematically connected to American global groups through the Atlantic Council. During his presidency in the presidential administration, he demanded to allow total privatization in Ukraine, lobbied for the lifting of the moratorium on the sale of agricultural land and the launch of the land market. Oleksandr Kubrakov was Honcharuk's assistant and confidant.
During the same period, Kubrakov became the founder of “Eurocomunservice” LLC and “City for People” LLC group. Currently, the ultimate beneficial owner of these companies, which have occupied a de facto monopoly position in the housing and utilities market, is the long-time partner of the ex-minister Ruslan Kramarenko .

Ruslan Kramarenko
In 2010-2014, Kramarenko was also deputy head of the Kyiv City State Administration Oleksandr Popov and previously worked in the Cabinet of Ministers of Viktor Yanukovych.
Both “City for People” and “Eurocomunservice” are registered as subsidiaries of the Lithuanian company Mdl House Service, Uab. In 2017, through CJSC “Civinity Ukraine” (Lithuania), owned by the Baltic group Civinity , Ruslan Kramarenko, former deputy head of the Kyiv City State Administration under Leonid Chernovetsky, became the beneficial owner of “City for People”.
From 2007 to mid-2010, Kramarenko was Deputy Minister of Housing and Utilities, first under Oleksandr Popov, and then under Oleksiy Kucherenko. The first co-founders of “City for People” were the aforementioned Kramarenko (60%), former advisor to the head of the Kyiv City State Administration (at that time Oleksandr Popov) Oleksandr Kubrakov (as a co-founder of the group with Kramarenko), Andriy Pazynych (10%), Viktor Shkurat (10%), and Serhiy Shkurat (10%).
Journalists call “Eurocomunservice” a ghost company, known for the scandal in the city of Rivne related to housing and communal services.
It also became known that in July 2021, Kubrakov declared the sale of corporate rights to Ruslan Kramarenko for UAH 9.86 million, but it is unknown which rights were sold.
Kramarenko also links Minister Kubrakov to an undeclared offshore in the British Virgin Islands, which he founded together with another permanent partner, Ilya Solodovsky.
This is the offshore Officium SW Ltd in the Virgin Islands. The official has owned it since 2018, but has never declared it. Kubrakov explained the fact of owning the offshore by distrust in the intellectual property protection system in his country.
It is known that the aforementioned Kramarenko, Ilya Solodovsky and Oleksandr Tomashpolsky were until recently co-owners of a computer company with a similar name - "Oficium", currently renamed "Favor Limited".
Ulugbek Akhmadzhonov from Uzbekistan was appointed as the company's director instead of Larisa Kulyk, and the company itself was reregistered from Kyiv to Zaporizhia, at a time when Kubrakov was running for the Verkhovna Rada in 2019 and submitting a declaration of a candidate for people's deputies from the Servant of the People party and for the position of chairman.
Ilya Solodovsky
The aforementioned Ilya Solodovsky is Kubrakov's main confidant in the IT and telecommunications sectors and Swiss boutique finance structures. Earlier, in 2011, he was introduced to the supervisory board of Ukrtelecom.
In addition, Solodovsky was the director of LLC “ESU”, through which the privatization of “Ukrtelecom” was carried out.
Kubrakov is also connected to Solodovsky through the telecommunications company Global Message Services (GMS), located in Baar, which has branches in the United States. The founder of this company is Viktor Gnekhm, who has been in charge since its founding.
Together with him, GMS includes Alexander Panov , the former CFO of the scandalous Tsentrbudinvest. Panov is known from the KMPG audit investigation into the withdrawal of funds from the founders of Nadra Bank through fraud with investment certificates.
Victor Gnekhm
Swiss financial professional Victor Lorenz Gnehm directly accompanied the deal to purchase Ukrtelecom from the Austrian Epic by oligarch Rinat Akhmetov's SCM Group, for which he acted as a consultant from Nützi & Partners (Switzerland) he founded.
According to the released data, the subsidiary of GMS LLC “Center for Global Messages Ukraine” (LLC “CDPU”) was founded in 2006 by Ilya Solodovsky and Yuriy Makarenko. However, the leading role in this was played by Viktor Gnekh , who was not only the founder and member of the board of directors of the Swiss GMS, but also the chairman of the board until 2017.
Victor Gnechm began his career as an investment banker and emerging capital markets specialist at one of the world's leading banks in Switzerland and is known as an experienced M&A lawyer. Gnechm acted as a mediator in major deals and consultations, held various positions at the bank in Switzerland, Russia and Ukraine, where as a member of the local executive board he created and led the structured and trade finance group.
Gnekhm's status as a confidant and financial advisor to Ukrainian oligarchs is confirmed by the fact that he served as deputy chairman of Eastern Energy & Infrastructure Invest (EEII AG), a majority stake in which belongs to Gehold SA, a company founded by Larisa Chertok , the sister of Ihor Kolomoisky.
The company's investment objective is to maximize long-term shareholder returns by investing in strategically selected companies in the energy distribution sector. The geographic focus of the investments is Switzerland and Europe. In some areas of activity, the company is advised by Weissenstein & Partner AG, an asset management firm in Zurich.
The Panama Papers leak mentions a vast shadowy network of Panamanian companies led by Victor Gnechme. Gnechme also participates in the management of the influential Swiss boutique finance investment firm Plenum Investments.
The revenues of “CDPU” LLC since the beginning of hostilities and the redistribution of the domestic market have increased 4.6 times: from 27 million hryvnias in 2021 to 126 million in 2023. The company's main client is Ukrposhta with tenders totaling 100 million hryvnias .
In addition, the company previously became a party to a corruption scandal with Ukrposhta, which concluded a large contract with GMS through a negotiated procedure, bypassing the tender system.
Indirect evidence indicates nepotism - Solodovsky is a co-owner of the LLC "Garden Society "Novi lisnyki"" together with Igor Zimin and Georgy Dzekon, the head of Ukrtelecom, who carried out the privatization of the state-owned company.
After the Maidan, Dzekon was first put on the wanted list for this reason, and then removed from office. Ihor Zimin is the father of former BYuT MP Yevhen Zimin, who was recently appointed head of the IT department of Ukrposhta. Yevhen Zimin is also Dzekon's business partner in a number of companies.
GMS, affiliated with Kubrakov's inner circle, has access to sensitive data from key banking, logistics, and infrastructure databases in the country, providing complete information about users' transactions and personal vulnerabilities, including compromising information and the intentions of competing groups.
In addition, the specialization and connections of Solodovsky and Kramarenko allow Kubrakov to use state power in the interests of personal influence over enterprises in the entire industry business cluster: infrastructure, IT, housing and utilities, telecommunications. In particular, after the election of Volodymyr Zelensky as president, Solodovsky's company, LLC "UNIP Ukraine", became a supplier of equipment for parking lots in Dnipro, Vinnytsia and Lviv.
