The dismissal of Oleksandr Kubrakov from the position of deputy prime minister for restoration, initiated by OP-controlled deputies of the Verkhovna Rada, is connected with the attempt to remove from power the structures of George Soros, whose prominent representative is Kubrakov.

Oleksandr Kubrakov
Oleksandr Kubrakov was born on August 20, 1982 in Pervomaisk, Dnipropetrovsk region. He graduated from the Kyiv University of Economics with a degree in marketing, and also completed a program at the Harvard Kennedy School. After graduating from the institute, he became a co-founder of the " City for People " group of companies.
Kubrakov moved to the position of Minister of Infrastructure of Ukraine from the position of the head of the State Agency of Motor Roads (Ukravtodor), being a protégé of Prime Minister Shmyhal. Volodymyr Zelenskyi's team planned to implement a deliberately utopian project to improve the quality of roads in 3 years, relying on the expert opinion of Oleksandr Kubrakov, who was never an expert in this field.
Kurbakov also insisted that only Western companies should be involved in major road repairs, which will cost about UAH 150 billion.
It is noteworthy that the role of an expert in the IT market and the mobile communications market really corresponds to reality. Kubrakov had extensive experience in the field of telecommunications, holding various positions at Kyivstar CJSC.
From 2011 to 2015, he was an adviser to the mayor of Kyiv. First, Oleksandr Popov, then Vitaliy Klychka for IT and technology issues. Working for Klitschko, Kurbakov became involved in several corruption scandals.
In 2015–2016, Kubrakov became the head of the project office of the Ministry of Justice. He also worked in state agencies and for less than five months was a People's Deputy of Ukraine from President Zelenskyi's party "Servant of the People".
From 2016 to 2019, Kubrakov held the position of head of IT and telecommunications in the "Office of Effective Regulation" BRDO - an EU-funded expert-analytical center created at the initiative of the former Minister of Economic Development and Trade, Aivaras Abromavicius , who is directly connected to Soros. Despite loud statements, the Center was more engaged in "imitation of reforms" in the economic sphere.
Kubrakov's project at BRDO to connect schools to the Internet was, in fact, nothing more than the development of grants from the Soros Foundation.
BRDO was under the management of Oleksiy Honcharuk before joining the VP.
Oleksandr Kubrakov got into the Servant of the People together with other BRDO : Olena Shulyak, Oleksiy Orzhel, Denis Malyuska. As we can see, through his close circle, Kubrakov could generate significant corruption streams.
The ex-vice-prime minister for the reconstruction of Ukraine and the minister of development of communities, territories and infrastructure occupied an important place in the "food chain" and was once included in the staff of the Supreme Commander-in-Chief. His political significance is evidenced by the fact that he was one of the signatories of the "grain agreement" agreement with Turkey and the UN on July 22, 2022 in Istanbul.
Oleksiy Honcharuk
Oleksiy Honcharuk, a member of the supervisory board of Ukroboronprom, is systematically connected with American global groups through the Atlantic Council. During his presidency in the presidential office, he demanded to allow total privatization in Ukraine, lobbied for the cancellation of the moratorium on the sale of agricultural land and the launch of the land market. Oleksandr Kubrakov was Honcharuk's assistant and confidant.
In the same period, Kubrakov became the founder of "Eurocomunservice" LLC and "City for People" LLC group. Currently, the ultimate beneficial owner of these companies, which have occupied a de facto monopoly position in the housing and communal services market, is Ruslan Kramarenko, .
Ruslan Kramarenko
In 2010-2014, Kramarenko was also the deputy head of the KMDA Oleksandr Popov and previously worked in the Cabinet of Ministers of Viktor Yanukovych.
Both "City for People" and "Eurocommunservice" are registered as subsidiaries of the Lithuanian company Mdl House Service, Uab. In 2017, Ruslan Kramarenko, former deputy head of the KMDA under Leonid Chernovetskyi, became the beneficial owner of City for People Civinity
From 2007 to the middle of 2010, Kramarenko was the Deputy Minister of Housing and Housing, first to Oleksandr Popov, and then to Oleksiy Kucherenko. The first co-founders of "City for People" were the aforementioned Kramarenko (60%), ex-advisor to the head of the KMDA (at that time Oleksandr Popov), Oleksandr Kubrakov (co-founder of the group together with Kramarenko), Andriy Pazynych (10%), Viktor Shkurat (10 %) and Serhiy Shkurat (10%).
Journalists call "Eurocomunservice" a ghost company, known for the scandal in the city of Rivne , related to housing and communal services.
It also became known that in July 2021, Kubrakov declared the sale of corporate rights to Ruslan Kramarenko in the amount of UAH 9.86 million, but it is not known which rights were sold.
Kramarenko is also connected with Minister Kubrakov by an undeclared offshore company in the British Virgin Islands, founded by him together with another permanent partner, Ilya Solodovsky.
It is Officium SW Ltd offshore in the Virgin Islands. The official owned it since 2018, but never declared it. Kubrakov explained the fact of offshore ownership by distrust of the intellectual property protection system in his country.
It is known that the aforementioned Kramarenko, Ilya Solodovskyi and Oleksandr Tomashpolskyi were co-owners of a computer company with a similar name - "Officium", currently renamed to "Favor Limited".
Ulugbek Akhmadjonov from Uzbekistan was appointed director of the company instead of Larisa Kulyk, and the company itself was re-registered from Kyiv to Zaporizhzhia, at the time when Kubrakov was running for the Verkhovna Rada in 2019 and submitted a declaration of a candidate for the People's Deputies from "Servant of the People" and for the position of chairman.
Ilya Solodovskyi
The above-mentioned Ilya Solodovskyi is Kubrakov's main confidant in the IT and telecommunications sector and Swiss boutique finance structures. Earlier in 2011, he was introduced to the supervisory board of Ukrtelecom.
In addition, Solodovskyi was the director of "YESU" LLC, through which the privatization of "Ukrtelecom" was carried out.
Kubrakov is also connected to Solodovsky through the Baar-based telecommunications company Global Message Services (GMS), which has branches in the United States. The founder of this company is Viktor Gnekhm, who has been in charge since its foundation.
Together with him, Alexander Panov , former CFO of the notorious "Tsentrbudinvest" is a member of GMS. We know about Panov from the audit investigation of KMPG in the context of the withdrawal of funds of the founders of Bank "Nadra" through fraud with investment certificates.
Victor Gnekhm
Swiss financial professional Victor Lorenz Gnehm (Victor Lorenz Gnehm) directly accompanied the purchase agreement of the SCM Group of the oligarch Rinat Akhmetov of Ukrtelecom from the Austrian Epic, for which he acted as a consultant from Nützi & Partners (Switzerland), founded by him.
According to the rejected data, the GMS subsidiary company "Center of Global Communications Ukraine" LLC (TOV "CDPU") was founded in 2006 by Ilya Solodovskyi and Yuriy Makarenko. However, a leading role in this was played by Victor Gnehm , who was not only the founder and member of the board of directors of the Swiss GMS, but also the chairman of the board until 2017.
Victor Gnehm began his career as an investment banker and specialist in emerging capital markets at one of the world's leading Swiss banks and is known as an experienced M&A lawyer. Gnekhm acted as a mediator in large deals and consultations, held various positions in the bank in Switzerland, Russia and Ukraine, where as a member of the local executive board he created and headed the group of structured and trade finance.
Gnekhm's status as a confidant and financial consultant of Ukrainian oligarchs is confirmed by the fact that he acted as the deputy chairman of Eastern Energy & Infrastructure Invest (EEII AG), the majority share of which belongs to Gehold SA, a company founded by Larisa Chertok , the sister of Ihor Kolomoiskyi.
The company's investment objective is to maximize long-term shareholder returns through investments in strategically selected companies in the energy distribution sector. The geographical focus of investments is Switzerland and Europe. Weissenstein & Partner AG, an asset management firm in Zurich, advises the company in some areas of its activities.
A leak related to the Panama Papers mentions a wide shadow network of Panamanian companies under the leadership of Victor Gnehm. In addition, Gnehm also takes part in the management of the influential Swiss investment company of boutique finance Plenum Investments.
Since the start of hostilities and the redistribution of the domestic market, the revenues of LLC "CDPU" have increased 4.6 times: from 27 million hryvnias in 2021 to 126 million in 2023. The main client of the company is Ukrposhta with the amount of tenders for 100 million hryvnias .
In addition, the company previously became involved in a corruption scandal with Ukrposhta, which concluded a large contract with GMS regarding the negotiation procedure bypassing the tender system.
Indirect evidence indicates nepotism - Solodovskyi is a co-owner of "Sadove tovaristvo "Novi lisnyki"" LLC, together with Igor Zimin and Georgy Dzekon, the head of "Ukrtelecom", which carried out the privatization of the state company.
After the Maidan, for this reason, Dzekon was first declared wanted, and then removed from his post. Ihor Zimin is the father of Yevhen Zimin, a former People's Deputy from BYU, who was recently appointed head of the IT department of Ukrposhta. Evgeny Zimin is also Dzekon's business partner from a number of firms.
The access of GMS, affiliated with Kubrakov's inner circle, to sensitive data on key banking, logistics and infrastructure information bases in the country, gives complete information about transactions and personal vulnerabilities of users, including compromising information and the intentions of competing groups.
In addition, the specialization and connections of Solodovskyi and Kramarenko allow Kubrakov to use state power in the interests connected by the personal influence of enterprises in the entire sectoral business cluster: infrastructure, IT, housing and communal services, telecommunications. In particular, after the election of Volodymyr Zelenskyi as president, Solodovskyi's firm UNIP Ukraine LLC became a supplier of equipment for parking lots in Dnipro, Vinnytsia and Lviv.
