A scandal erupted in Kyiv over volunteer Oleksiy Vladimirov, who is accused of receiving millions of state contracts thanks to his connections and influential acquaintances. According to an investigation by Ukrainian Pravda, Vladimirov not only leads a luxurious lifestyle, but also has close ties with the mayor of Kyiv Vitaliy Klitschko, which makes it much easier for him to receive contracts in the construction and defense sectors.
According to journalists, 37-year-old Vladimirov officially owns the Kyiv restaurant of Georgian cuisine "Saperavi", which allegedly does not bring profit. At the beginning of the full-scale invasion of the Russian Federation into Ukraine, he took pictures in military uniform. In the Getcontact mobile application, his number is saved as "Klychko humanitarian", "Tender withdrawal", "Klychko. Cement" etc.
Journalists also note that Vladimirov has friendly relations with the mayor of Kyiv Vitaliy Klitschko, as evidenced by his activity in social networks.
In 2023, during the war between Ukraine and Russia, Vladimirov had a significant increase in the number of new premium cars. In particular, he bought a Lamborghini Huracan sports car in June, and a Range Rover SUV of the latest model in September.
According to the sources of the UP, Vladimirov earns money on state construction contracts in Kyiv, using his connections with the mayor of the capital. He also makes a profit in the defense sector thanks to his father's friendly relations with Oleksiy Petrov, the head of the state-owned special arms exporter company of the Main Intelligence Directorate of the Ministry of Defense of Ukraine.
UP journalists identified one of Vladimirov's closest friends - Dmytro Polovka, whose mother owns a company (DSZ), which after the beginning of the invasion of the Russian Federation began to win multimillion-dollar tenders in Kyiv. According to data from public databases, in 2022 Polovka's mother's company received approximately 7 million hryvnias under contracts, in 2023 - about 50 million hryvnias, and in 2024 - 50 million hryvnias for the first half of the year alone.
