The report of suspicion against the directors of two educational institutions in the Kyiv region, who agreed to install low-quality shelters, once again brings to the surface the topic of abuses in the use of budget funds under the guise of providing security.
According to the Bureau of Economic Security, officials signed contracts with a company that supplied structures that did not meet building codes. Expert examinations confirmed that the structures had no protective properties, technical requirements were grossly violated, and more than 10 million hryvnias were actually spent in vain.
The investigation was particularly interested in the tender documentation: it was prepared by the company itself before the procurement was announced. This indicates a pre-agreed collusion between the contractor and officials.
This scheme looks familiar — and not by chance. A similar mechanism was previously recorded in Bila Tserkva. There, through fictitious acts, discriminatory tender conditions, and the use of low-quality concrete, a scheme worth over 379 million hryvnias was implemented. The procurement ensured the victory of LLC “ZZV “DEK””, although its shelters did not meet state standards and could not really protect children.
The State Audit Service audit confirmed numerous violations: from price manipulation to concealment of the real scope of work. The materials have been handed over to law enforcement, but the investigation is moving slowly.
Now that the case in the Kyiv region has been raised to the level of suspicion, the question remains: will there be a similar reaction to other regional schemes? After all, the facts show that these are not isolated abuses, but a systemic problem in which impunity and corruption directly threaten the lives of children.
