Rada TV channel, operating under the auspices of the Verkhovna Rada of Ukraine, found itself at the center of a financial scandal. The Accounting Chamber summarized the results of the audit, which covered the period from 2020 to 2023, pointing to numerous financial violations amounting to millions of hryvnias. This was reported by the CHESNO .
During the analysis, the Accounting Chamber found that a significant part of the equipment of the state enterprise of the Rada TV channel is outdated and needs to be replaced. Allegedly due to the lack of quality equipment, the parliamentary TV channel concluded contracts for the production of media products with Kinokit LLC for a total amount of UAH 276 million.
In the mass media, the company "Kinokit", which produces content for the TV channel, is associated with the former deputy head of the President's Office, Kyryll Tymoshenko.
The auditors also reported that the Rada TV channel provided its property for free use in 2021-2022. A similar situation was also with the "Canteen" DKP of the Verkhovna Rada Apparatus Affairs Department in 2020-2023. According to the calculations of the auditors of the Accounting Chamber, as a result, the state suffered a loss of 4.8 million.
These two state-owned enterprises also had violations during procurement of goods and services. In particular, during 2020-2021, DKP "Yidalnia" concluded agreements for 16.6 million UAH without using the Prozorro system, and the TV channel "Rada" did not publish reports on the execution of completed contracts for a total amount of 22.9 million UAH, which violates the legislation in the field public procurement.
It is worth noting: "Kinokit" LLC has a privileged status, despite the fact that, in fact, it performs the functions of a contractor of the parliamentary TV channel. Therefore, in May 2023, the Ministry of Culture and Information Policy included "Kinokit" among critically important enterprises. In March 2024, the Ministry of Culture again confirmed this status, which allows reservation from mobilization of 50% of conscripts who work at Kinokit LLC.
