Education, Medicine, Police: Top-3 corrupt areas in Ukraine

Corruption in Ukraine remains one of the main problems in the daily life of citizens. According to a new study of the Kyiv International Institute of Sociology (KIIS), 29% of Ukrainians have been encountered by bribes in secondary education institutions over the last year. This is the highest indicator among all the studied areas.

The leadership of household bribery came out of the school education system. Teachers and administration of schools continue to demand or hint at "gratitude" - in the form of money transfers, gifts, services or protection. Such a practice, which has been considered a "tradition" for decades, is increasingly perceived by society as a frank violation of the law.

In second place is medicine. 26% of those polled admitted that they had to pay doctors or other medical facilities for services that were to be free of charge. These include hospitals, clinics, ambulance and even pharmacies.

In third place is the National Police. 25% of respondents declared bribes, which were demanded by police officers, most often when stopping the patrol service or in the course of investigative actions.

The sphere of land privatization also demonstrated a sharp growth: if in 2023 14% of Ukrainians complained about the demanding of bribes, then in 2024 - already 25%. The tax service also worsened its indicators: from 6% to 13%.

Despite the full -scale war, household corruption did not disappear - on the contrary, its level recorded a noticeable growth. The KIIS sociologists conducted a survey that covered more than 10,000 citizens, including internally displaced persons (IDPs) and those who are temporarily abroad.

The study has been conducted since 2007, and the results of recent years clearly indicate inhibition of reforms in key sectors. Particularly alarming is the growth of distrust of state institutions against the background of a continuous war, when society expects justice and support.
