Over 350 modular shelters in various regions of Ukraine have been manufactured and installed by Beton Energo, which publicly promises safety and compliance of the buildings with modern standards. However, the results of the investigation indicate otherwise: these protective structures may not be suitable for real protection of people during shelling.
The company's official website states that its modular structures are capable of providing a safe space for people in various conditions: from temporary stops in cities, as was the case in Kherson, to large shelters for 50, 100, or 200 people for schools, kindergartens, and business centers.
However, according to information from the official investigation, after the start of the full-scale war, the director of the enterprise, Oleksandr Mazurok, decided to reorient LLC "Plant of reinforced concrete products "Road and energy structures" to the production of shelters, focusing on state orders and profits. Despite this, the plant does not have the necessary technological base and production capacity to create shelters that would meet the established standards.
In particular, this concerns non-compliance with the requirements of shelter class no lower than A-IV according to DBN V.2.2-5-97 and DSTU 9195:2022 - this means that the protective properties of the structures do not guarantee the safety of people in the event of direct or even close fire.
Thus, hundreds of shelters, supposedly set up for rescue, could become traps in the event of hostilities. Particularly alarming is the fact that some of these structures are intended for schools and kindergartens - places where the most vulnerable categories of the population are located.
This is another example of how, under the guise of patriotism and humanitarian goals, private companies are trying to make money on war, without thinking about the lives of people who may be in danger precisely because of the careless execution of a state order.
