On February 13, 2026, the Slavutych City Court of Kyiv Region approved a plea agreement for Serhiy Martynov, who served as the General Director of the State Enterprise "Chernobyl NPP" in 2024. He was found guilty of official negligence, which led to multi-million losses for the state-owned enterprise.
As established by the materials of case No. 377/1085/25, in June 2024, Martynov signed order No. 903 on the payment of a one-time bonus to employees in the amount of 9.87% of the official salary for "successful completion of planned tasks.".
However, the investigation revealed that such payments were not provided for by either the company's Collective Agreement or the Industry Agreement. As a result, the company suffered significant financial losses.
The total amount of losses amounted to over 5.18 million hryvnias, of which:
4,258,675 UAH — unjustifiably paid bonuses;
927,461 UAH — excessively paid single social contribution.
The accused fully pleaded guilty under Part 2 of Article 367 of the Criminal Code of Ukraine (official negligence that caused grave consequences) and entered into a plea agreement with the prosecutor.
The court took into account a number of mitigating circumstances: sincere remorse, status as a liquidator of the 1987 Chernobyl accident, advanced age, no previous convictions, as well as a voluntary contribution to the needs of the Armed Forces of Ukraine in the amount of 100 thousand hryvnias.
The court imposed a sentence of two years' imprisonment with one year of probation.
In addition, the former official is prohibited from holding positions related to administrative and economic functions for a period of one year. He is obliged to periodically appear before probation authorities and not leave the territory of Ukraine without consent.
The convict must also pay over 25,000 hryvnia in costs for expert examinations. The house arrest measure was canceled directly in the courtroom.
