In Ukraine, more than 6.5 thousand companies and individual entrepreneurs may have ties to Russian legal entities as of November 2025. This is stated in a new study by the YouControl service, which is based on data from the Ukrainian Unified State Register and the Russian Register of Legal Entities.
Analysts identified 5,817 Ukrainian companies and 686 individual entrepreneurs whose managers or owners are similar to participants in more than 12,000 Russian legal entities. In some cases, Ukrainian entities are connected to several Russian entities at once.
The largest number of such companies is registered in Donetsk region, Kyiv and Luhansk region. The capital also remains the leader among entrepreneurs. Despite the war and sanctions, the revenue of companies with possible Russian ties in 2024 increased by 38% compared to the previous year.
Among 5,817 companies, only 792 showed a profitable result. Their total revenue amounted to 150.3 billion UAH. The largest income was demonstrated by LLC "ADM UKRAINE" - 43.5 billion UAH. The company is part of the international agricultural group Archer Daniels Midland and has more than 10% of the share in the ownership structure of Russian legal entities.
In the structure of businesses with possible ties to Russia, the trade sector is the most represented — 1,271 companies. Almost a thousand work in the real estate market, more than 670 — in the processing industry, 625 — in the agricultural sector. More than 400 companies were identified in the construction industry.
The study also identified 14 political organizations with possible ties to the Russian Federation. In particular, "United Rus" has a coincidence in the surname and first name of the leader with a person who is a participant in two Russian companies in Crimea. Analysts also noticed coincidences between Ukrainian politicians and participants in Russian legal entities, including businesses of large corporate groups.
At the same time, YouControl records a trend of a gradual decrease in current connections. In the period from 2024 to October 2025, such connections in 755 companies and 84 individual entrepreneurs became archival. Most often, this is due to the liquidation of Russian legal entities or changes in the composition of participants in Ukrainian companies.
