The Verkhovna Rada is discussing the possibility of introducing new restrictions for servicemen who voluntarily left their unit, as well as for citizens who violate military registration rules. Possible sanctions include a ban on driving vehicles, restrictions on banking transactions, lending, and access to a number of administrative services.
Vadym Ivchenko, a member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence and a member of the Batkivshchyna faction, spoke about such initiatives.
According to him, the legislative proposals currently under discussion provide for a mechanism by which military personnel in the SFR could be equated with alimony debtors. The latter already have a system of restrictions in place - blocking bank accounts, a ban on obtaining loans, restrictions on using a car and access to certain services.
As the deputy explains, a similar approach is proposed to be applied to those who voluntarily left the service.
At the same time, these restrictions may also apply to citizens liable for military service who violate military registration rules. This includes, in particular, those who have not updated their data, do not appear for summonses, or have not registered in the "Reserve+" digital system.
According to the authors of the proposals, such a system of sanctions should create an additional incentive to fulfill military registration and service obligations.
At the same time, these initiatives have not yet taken the form of official draft laws. According to Ivchenko, the proposals have only been discussed at the level of the relevant parliamentary committee.
It is expected that legislative initiatives may be submitted to the Verkhovna Rada after they are prepared by one of the possible initiators - the Ministry of Defense or the General Staff of the Armed Forces of Ukraine.
After the documents are registered, it will become clear what specific liability mechanisms can be enshrined in the legislation and when parliament will be able to consider these changes.
