In 2025, Ukrainians will not necessarily need to change their old passport-booklet (1994 model) to an ID card if the document is valid and does not need to be updated. This was reported by the Coordination Center for the Provision of Free Legal Aid.
According to current legislation, a passport in the form of a booklet remains valid indefinitely. This means that it can only be exchanged for a plastic ID card at your own request. There are no legislative requirements for forced replacement of the document.
However, in some cases, it is necessary to replace your passport. In particular, if:

personal data changes - for example, last name;

there are errors in the passport;

the document or photo in it is damaged;

after reaching the age of 25 or 45, a new photo has not been pasted (this must be done within 30 days of the birthday).
If none of these reasons exist, the passport-booklet remains a valid document that certifies the identity of the person in the territory of Ukraine.
We would like to remind you that since November 1, 2016, only ID cards have been issued in Ukraine — both for those who receive a passport for the first time and in the case of replacing the document. However, already issued passport booklets remain valid provided that the rules are followed.
Thus, in 2025, holders of old passports can continue to use them without problems, unless the document states a reason for replacement.
