In Ukraine, pensioners who are in difficult living conditions are entitled to additional payments to their basic pension. Thus, the state pays an allowance of up to 1,000 hryvnia to citizens who need constant care or live alone. Such payments are part of the state support for vulnerable groups of the population and are aimed at improving their well-being.
Some categories of Ukrainian pensioners may receive additional payments from the state. Payments depend on the amount of the subsistence minimum for persons who have lost their ability to work, established for the current year. The features of the additional payments were described on the portal “On Pension”.
Pensions in Ukraine and additional payments
The portal reminded that citizens over 80 years of age who need state social assistance for care are entitled to additional payments. In this case, they are assigned a pension supplement in the amount of 40% of the subsistence minimum for the disabled. In 2024, the amount of the additional payment is 944.4 UAH (40% of 2361 UAH): this is stated in the resolution of the Cabinet of Ministers No. 261 of April 2, 2005 (with all amendments).
What are the conditions for receiving a pension supplement:
- age over 80 years;
- living in a home without other relatives or caregivers;
- there is a conclusion from the medical commission that they require constant care;
- receive an old-age pension.
Pension supplement - how to apply:
- submit an application for a pension supplement to the Pension Fund (PFU), attaching a certain set of documents;
- Documents for receiving the allowance are a conclusion from a medical advisory commission stating that a person needs constant care, a passport and identification code, and an extract from the PFU stating that such an allowance has not yet been received.
Who is entitled to an allowance?
The resolution, which deals with allowances for people over 80 years of age, specifies other categories of citizens who may receive additional care payments. Among them are people with Group I disabilities as a result of the war and some categories of recipients of long-service pensions. The amount of additional payments is from 15 to 100%, depending on the norms listed in paragraph 18 of the Cabinet of Ministers' resolution.
Note that earlier we talked about 80-year-old Ukrainians who are entitled to another type of pension supplement. This is a supplement if the pension is less than 10,340 UAH. In this case, they will receive a “plus” of 570 UAH. In addition, there are certain features for citizens who retired on March 1, 2024 and have a pension experience of 30-35 years. According to the norms of Ukrainian legislation, they must receive a pension of at least 3,370 UAH.
We remind you that from March 2025, pensions will be indexed in Ukraine and some will receive an increase of up to UAH 1,500. The Ministry of Social Policy reported that some Ukrainians will receive additional funds if their pension is less than a certain minimum level of payments.
