In Ukraine, retirement status does not guarantee automatic exclusion from mobilization registration. If a person's skills or experience are important for the country's defense, even pensioners can receive a summons. This is reported by "Expert".
The law defines clear categories of citizens who cannot be drafted:

men and women over 60 years of age;

persons with disabilities according to a medical certificate;

people with serious illnesses or injuries confirmed by a military medical commission;

those who care for incapacitated relatives or disabled people, if there are documents proving the need for constant care;

pensioners with special state merits that give the right to exemption from service.
A separate category is made up of former military personnel who receive a pension for their service. They can be remobilized, but only to positions that correspond to their military specialization and rank. Appointment to lower or inappropriate positions is considered unacceptable.
The presence of a pension in itself is not a basis for exemption from mobilization. Each case is analyzed individually, taking into account age, health, family situation and previous service experience.
Thus, most retirees do indeed have grounds for discharge, but some of them—especially those with military skills—may be called up for service in wartime.
