Contract without bidding: associate of former Odessa mayor Gennady Trukhanov awarded overpass repair in Troyeshchyna

The capital corporation "Kyivavtodor" has signed a contract for the overhaul of the overpass on Ronald Reagan Street (formerly Dreiser Street) over the high-speed tram tracks. The cost of the work is 238.07 million hryvnias. The contractor was chosen as LLC "Rostdorstroy" - a company associated with the entourage of the former mayor of Odessa Gennady Trukhanov. The contract was awarded without competition, and this happened just three days after the president stripped Trukhanov of his Ukrainian citizenship. That is, political decisions at the top are made alone, and large infrastructure contracts in the capital continue to be received by the same players.

According to Prozorro data, on October 17, 2025, Kyivavtodor signed an agreement with Rostdorstroy to repair a 25-year-old overpass over the high-speed tram line in Troyeshchyna. This bridge was put into operation back in 1999, and since then it has never undergone major repairs. According to the Kyiv City State Administration, a survey in 2023 showed the critical condition of the structure: worn-out coating and waterproofing, cracks in structures, corrosion of reinforcement, and peeling concrete in places. The Kyiv City State Administration directly states that it is dangerous to continue operating the bridge without renovation.

The contract involves more than just patching the asphalt. By the end of 2026, the contractor must repair the overpass itself with the replacement of supports, update outdoor lighting, storm sewers, as well as tram and trolleybus engineering networks. Separately, the project includes the installation of elevators to the high-speed tram platform, which looks like an attempt to make this node more accessible for the first time. New lawns and landscaping should appear in the adjacent territory.

There was no competition: Rostdorstroy was awarded the contract as the only bidder, as there were no other bidders willing to compete for the work worth almost a quarter of a billion hryvnias. This is not the first time this has happened.

The history of the repair of this overpass itself stretches back years. Back in 2018, the Kyiv City State Administration included it in the list of facilities requiring major repairs, and then the work was estimated at 50 million hryvnias with plans to do everything in 2019–2020. Already at the end of 2019, the internal documents of the city hall stated the amount of 51.62 million hryvnias and a new deadline - April 2023. In March 2019, Kyivavtodor ordered design documentation from Arkon Design Company LLC for 2.08 million hryvnias, and in February 2022, it actually signed a contract for the work with Bridge Construction Detachment No. 112 LLC. The construction cost at that time was 70.39 million hryvnias. A full-scale war began, martial law was introduced - and the contract was terminated.

In October 2023, the documentation was already reworked by other designers - LLC "Design Company "Avtomagistral"" for another one million hryvnias. In July 2025, "Kyivavtodor" announced a new tender with an expected cost of 248.84 million hryvnias. The tender had to be canceled: the Antimonopoly Committee, after a complaint from a potential participant ("Energy and Road Construction"), saw discriminatory conditions and obliged the customer to correct them. In addition, the customer himself admitted that it was necessary to recalculate the estimate due to the clarification of the amount of salaries in the project. After that, the tender was announced again - already with a lower expected cost, 240.53 million hryvnias. As a result, no real competition took place, and the contract went to "Rostdorstroy".

Rostdorstroy is an Odesa company registered in 2005. Its beneficial owners are Yevgeny Konovalov and Yuriy Schumacher, and the director is Oleksiy Andryushyn. Schumacher is a deputy of the Odessa City Council and a member of the "Trust in Affairs" faction, which represented the political project of Gennady Trukhanov. Trukhanov himself, let us recall, lost his Ukrainian citizenship on October 14, 2025 by presidential decree. Despite this political blow, the business group associated with his team continues to receive large infrastructure orders not in Odessa, but in the capital.

According to Clarity Project, Rostdorstroy has signed 748 contracts for a total of about UAH 99.45 billion over the years of its participation in public procurement. Among the largest customers are the regional recovery and development services, as well as Kyivavtodor itself. The capital corporation has already awarded seven contracts to this company alone with a total value of over UAH 2.13 billion. In Kyiv, Rostdorstroy has also worked on sensitive, publicly visible objects - from the reconstruction of Peyzazhnaya Alley to the repair of overpasses on Novokostyantynivska, Polyarnaya and other areas of critical infrastructure.

Not all of these stories were without scandals. One of the most high-profile episodes was the reconstruction of the Degtyarevsky overpass, which Kyivavtodor ordered from Rostdorstroy in 2023. During the work, the bridge partially collapsed. Fortunately, there were no deaths or injuries. The contractor publicly stated that he would take responsibility and eliminate the consequences at his own expense, without waiting for expert opinions. Traffic on the bridge was restored at the end of December 2023, and the full completion of the work was announced in May 2024. In parallel, the National Police opened a criminal case: investigators are investigating possible embezzlement of funds during the reconstruction of the Degtyarevsky overpass. According to preliminary estimates by law enforcement officers, at least 300 million out of the 920 million hryvnias that the contractor was supposed to receive could have gone to materials at inflated prices.

Rostdorstroy is also involved in other criminal proceedings. NABU is investigating the possible embezzlement of 200 million hryvnias during the repair of sections of the H-11 Dnipro–Mykolaiv and T-15-08 roads in the Mykolaiv region. The case materials state that the company could deviate from the design documentation in the production of asphalt concrete, save on materials and thus appropriate budget funds. Separate episodes also concern the repair of the bridge over the Kobelyachok River in the Poltava region and road works in the Mykolaiv region, where the company is accused of possible appropriation and embezzlement of customer funds.

Formally, Kyivavtodor is responsible for the customer in the Reagan story. The municipal corporation is headed by Oleksandr Fedorenko - he became the general director in July 2022, before that he had been acting as the head since May 2020. Kyivavtodor is subordinate to the Department of Transport Infrastructure of the Kyiv City State Administration. The department itself was headed by Ruslan Kandybor until September of this year. After the scandal with the emergency situation in the capital's metro (problems on the blue branch between Lybidskaya and Teremka, due to which traffic had to be restricted), he was suspended by a court decision for two months, and from September 11, 2025, the duties of the head of the department have been performed by the deputy - Roman Lelyuk. The activities of the department are directly supervised by the mayor of Kyiv and head of the Kyiv City State Administration Vitaliy Klitschko.

This whole story with the repair of the bridge in Troyeshchyna looks like this: the bridge is really in poor technical condition and needs immediate repair. But the money for this repair is again hundreds of millions of budget hryvnias, which are received by a company from Odessa, connected with people who have already been involved in criminal cases, and which has repeatedly received contracts in Kyiv without real competition. The rhetoric of "we will fix everything ourselves" after the collapse of the Degtyarevsky overpass is now turning into a concrete test of trust: will Troyeshchyna receive a truly safe and modernized overpass, or will the story again end with acts, criminal proceedings and hundreds of millions transferred.
