Journalists of the Western Information Front published an investigation that exposes another corruption scheme - this time in the structure of Naftogaz of Ukraine. It is about LLC "Gas distribution networks of Ukraine", where key positions are occupied by people from the environment of the deceased mayor of Kharkiv Gennady Kernes.
The main person involved in the scandal was Alexei Kalina - the former prosecutor and the Kernes official, and now - the influential functioner of Naftogaz. It was with his arrival in the Gas Networks that the former Kharkiv "proven personnel" began to appoint, in particular Vladimir Rozhansky, an extent of the State Labor, who was previously an assistant to the pro -Russian people's deputy Dmitry Svyatash.
At the center of the scandal - the purchase of protective structures for employees of branches of the company in the regions. The tenders were spent tens of millions of hryvnias and won their companies with a dubious reputation. For example, L7 LLC, registered shortly before the tender, where Konstantin Reva is the head - commercial director of the Hobbit House, which is associated with Russian businessmen and the FSB.
Nevertheless, the Department of Occupational Safety, which heads Rozhansky, did not see the violations. The tender for UAH 18.7 million was given to L7 under the simplified procedure without competition. Another unit - the Chernihiv branch - ordered structures from the same firm for UAH 7.8 million. At the same time, prices for the same shelters in different branches differ for hundreds of thousands of hryvnias, which can indicate a rollback scheme.
According to the requirements of DBN, the thickness of the shelter walls should be at least 330 mm. However, as journalists installed, in fact it was only 300 mm. This means that structures are not able to protect workers in the event of impact - neither from debris nor from the explosive wave.
All documents, including technical passports, certificates and characteristics, indicate that L7 supplies the products of Hobbit House. And this is a question not only of economic but also national security, because it is a possible link with the aggressor country.
Rozhansky is known for his rapid career and a luxurious lifestyle. During the civil service, he gathered a whole real estate-imperial: 15 land plots, 7 apartments, houses, baths, fleet with luxury cars, hydrocycles and a collection of Swiss watches.
His appointment in the Gas Networks was a continuation of the scheme of "the necessary people in the right positions". All this is with the tacit consent of the top management of Naftogaz.
Journalists urge the SBU and NABU to pay attention to the activities of Rozhansky, viburnum and suppliers. After all, it is not only about the likely theft of budgetary funds, but also about the direct risk to the lives of people - workers who should rely on these shelters.
