The South Ukrainian Nuclear Power Plant is a strategic object of energy security of the state. And it looks like an ATM for the selected suppliers. At least since 2016, the station has concluded multimillion-dollar contracts with TSM Groups without any tenders, avoiding Prozorro.
The amount on contracts is tens of millions of hryvnias. Products are not only technical. In 2020, the company put kettle, microwaves and refrigerators for almost 3 million hryvnias.
The journalists found themselves in 2020 for UAH 36.6 million, concluded between the South Ukrainian NPP and the Kyiv TSM Group. The contract was not published in the open procurement system and, according to the sources in the police, was generally bypassing Prozorro.
According to the documents, the company put household appliances for more than UAH 2.7 million, of which almost half a million - overpayment, according to investigators. Not the only consequence is the opening of the proceedings in the police of the Nikolaev area in 2022. What is now unknown to him.
The company was founded by Elena Domeva and Elena Kryvoshiyenko in 2010. Since 2014, TSM Group has begun to appear regularly among suppliers for government agencies-and not only the NPP.
Contracts were signed with the SBU, the Ministry of Internal Affairs, the Presidential Administration, but there are no open access. Shadow cooperation, calculations are opaque, and no tender. Experts suggest that there is a high cover - because the relatives of the homemade appears explode Pavel Domev.
Even the surface audit of the company's contracts for 2016–2018 gives shocking figures: agreements for more than UAH 45 million and at least 12 million UAH overpayments only on DVRs. In 2016, another 12.5 million UAH, of which 3.9 million-suspected of waste.
And then - silence. Some cases, according to sources, were simply "lowered on the brakes", others were hung at the pre -trial stage.
Because it is about energy security. Because money is from the pocket of taxpayers. Because such purchases are the direct path to catastrophes and the dependence of strategic objects on opaque players.
And while the management of the South Ukrainian NPP is silent, and the police do not give answers, it remains only to ask aloud: where is responsibility, ladies and gentlemen?
