Police investigate possible illegal land grab in Galernaya Bay, Kyiv

In March 2025, law enforcement officers opened criminal proceedings No. 42025102100000049 regarding the possible illegal seizure of a land plot in the Galerna Bukhta of Kyiv . The case is being investigated by the police, who are checking the legality of registration actions and the grounds for further land acquisition.

The focus of the investigation is the company "Galion LTD Plus", registered as a business entity in Ukraine. According to the investigation, the company entered information about two real estate objects with an area of ​​156.5 sq. m and 109.2 sq. m at the address Naberezhno-Korchuvatska, 37 into the state register. Based on these records, the company applied to the Kyiv City Council with an application for the allocation of about 1 hectare of land - a green zone and a beach with cadastral number 8000000000:90:019:0149.

The investigation is checking whether the buildings in question actually existed, or whether they are so-called registered real estate - a mechanism under which entering data into the register can create grounds for registering rights to a land plot under supposedly existing objects. In such cases, records about the buildings first appear, after which the procedure for transferring the land under them is initiated.

The company "Galion LTD Plus" is registered in the name of Anna Kramarenko. Her husband, Oleksandr Kramarenko, is associated with business projects in the capital. In 2018, the Kyiv City Council already transferred a neighboring plot of land with an area of ​​0.6 hectares to the company "RK Galera" associated with him. The basis for this decision at that time was the presence of the object reflected in the documentation.

RK Galera previously received land near this area, which creates the context for the current investigation. Investigators are now investigating whether the new facilities are real capital constructions or could have been used as a legal tool to expand control over the coastal zone.

This is a public space in the coastal part of the city, which has the status of a green zone and a beach. If the investigation establishes the absence of actual construction, the case may become an example of the use of registration mechanisms to change the status of land within the capital. If the objects are confirmed, the question will arise about the legality of further procedures for transferring the plot.

The investigation is ongoing. Law enforcement officers are analyzing documents, technical materials, and the grounds for entering data into the registry, as well as the circumstances of the appeal to the city authorities.
