The law is clear: the pension in Ukraine may not exceed UAH 23 610 per month. But for some prosecutors - it is not an obstacle. In the Poltava and Kharkiv regions there is a well -developed scheme: pensions are calculated according to the old norms, taking into account bonuses, allowances and even additional services, and the courts become a convenient tool.
42-year-old Oleg Pleskach, deputy prosecutor of Poltava region, issued a pension of 90% of the salary-more than UAH 1.2 million per year. And all this is despite the restrictions provided by the current legislation.
How did he succeed?
Through court. Pleskach appealed to Themis, referring to the no longer the current rule of law on the prosecutor's office, and won. Formally - everything is legally. But in fact, it is a hole in the legislation that is used for enrichment at the expense of the budget.
While the Pension Fund does not deny, the flatter has long lived on a wide foot:
-
He owns more than 20 hectares of land;
-
his father "gave" to him 4.8 million UAH;
-
The wife earned UAH 1.5 million a year officially.
Kharkiv scheme - the same methods
A similar scenario is implemented in Kharkiv. Stanislav Muratov, Deputy Head of the Regional Prosecutor's Office, also receives a pension exceeding UAH 1.1 million annually. His salary is more than 1.4 million together - almost UAH 2.7 million per year from the budget.
Mechanics of action - exactly the same:
-
A series of claims to the Kharkiv District Administrative Court.
-
The claim requires all allowances, bonuses, surcharges, and security experiences since 2001.
-
Consideration gets to the "necessary" judge - Oleg Titova, who is known for his loyalty in specific cases.
-
In 2023, Muratov's pension was officially raised to UAH 1 152 155.
Other prosecutors also file similar claims. Formally - everything within the legislation. In fact, it is a systematic scheme to bypass pension restrictions.
Why is it possible?
Because the pension fund is silent. Because the courts "accidentally" pass the cases "necessary" judges. Because in power, they are silently agreed to corruption compensation for the "own".
And while for a regular Ukrainian, the maximum pension is 23 thousand UAH, prosecutors are enriched three times or more.
