More than 350 modular shelters in different regions of Ukraine have been manufactured and installed by Beton Energo, which publicly promises the safety and compliance of buildings with modern standards. However, the results of the investigation testify to another: these protective structures may be unsuitable for real protection of people during shelling.
The company's official website states that its modular structures can provide safe space for people in different conditions: from temporary stops in cities, as it was in Kherson, to large shelters for 50, 100 or 200 people for schools, kindergartens and business centers.
However, according to the official investigation, the director of the enterprise Oleksandr Mazurok, after the start of the full -scale war, decided to reorient the LLC "Plant of Reinforced concrete products" Road and energy structures "on the production of shelters, focusing on state orders and profits. Nevertheless, the plant does not have the necessary technological base and production facilities to create shelters that would meet the established standards.
In particular, it is a discrepancy between the requirements of the shelter class not lower than A-IV in accordance with DBN B.2.2-5-97 and DSTU 9195: 2022-this means that the protective properties of structures do not guarantee the safety of people in the event of direct or even close shelling.
Thus, hundreds of shelters installed for salvation can become a trap in the case of hostilities. Particularly disturbing is the fact that some of these structures are designed for schools and kindergartens - places where the most vulnerable categories of the population are.
This is another example of how, under the guise of patriotism and humanitarian goal, private companies try to make money in the war without thinking about the lives of people who can be in danger because of the careless execution of the state order.
