The General Director of the municipal enterprise "Chernivtsi Vodokanal" Andriy Kolesnyk and the leading specialist in public procurement have been notified of suspicion in a case of embezzlement of budget funds. As law enforcement officers found out, this concerns a deal to purchase a vehicle for transporting emergency repair crews at an inflated price.
The investigation established that serious violations were committed during the tender: in particular, it concerns falsification of documentation and collusion between procurement participants. All this allowed the procurement to be carried out at a cost that significantly exceeded the market price, which led to financial losses for both the enterprise and the budget of the city of Chernivtsi.
Based on these facts, both officials are charged with embezzlement of property on a particularly large scale and abuse of office. If proven guilty in court, they face a real term of imprisonment.
The Chernivtsi City Council has already promised to strengthen control over procurement processes in all municipal enterprises in order to prevent similar abuses in the future.
Investigative actions are currently ongoing, and both suspects are under the procedural guidance of law enforcement officers.
